A couple questions on how this card works:
1) "At the beginning of your draw step draw an additional card then discard a card." Is this essentially at your draw step, "draw two cards, discard a card"? Or does it play draw a card, discard, draw a card?
2) Doubling up. Can you have one siege in play for Khans, and one for Dragons? Alternatively, could you have two in place for Dragons, or two khans? Like making an opposing Hero's Downfall 3+2+2?

1. Cards that trigger in the draw step always do so after the natural card for the turn has been drawn. So you will first draw a card, then put Monastery Siege's ability on the stack. When it resolves, you will draw a second card, and then discard a card. If you have multiple abilities that resolve in the draw step (like Howling Mine or another Monastery Siege), you get to choose the order they resolve in, but each resolves individually. So with two Sieges, you draw (for turn), draw, discard, draw, discard. You cannot, however, draw, draw, draw, discard, discard.
2. Yes. Monastery Siege is not Legendary, nor is it a World enchantment, so there is nothing preventing you from having more than one in play. You can choose the same ability for both, or different abilities for either. If you choose the same ability twice, it does stack, so you can choose Dragons twice, which would make a spell targeting you or a permanent you control cost 4 more total.
