The spoiled M15 card Waste Not will trigger during an opponent's cleanup step if he/she has to discard (possibly several triggers). I understand that players will receive priority once these triggers are put on the stack, but will they receive priority again in the cleanup step once these trigger abilities resolve?
Waste Not reads:
Whenever an opponent discards a creature card, put a 2/2 black Zombie creature token onto the battlefield.
Whenever an opponent discards a land card, add BB to your mana pool.
Whenever an opponent discards a noncreature, nonland card, draw a card.
For example: I control Waste Not on the battlefield. During my opponent's cleanup step, he/she discards a land and a sorcery, triggering the 2nd and 3rd abilities...I add BB to my mana pool, and draw a card...say Devour Flesh. Will I be able to cast the Devour Flesh during this cleanup step?
No because sign in blood is sorcery. If you mean a card that is instant speed, i think so. AFAIK you dont pass to the next phase without the stack being completely empty and both players passing priority, so you would have a chance to do something at instant speed with the BB.
The reason I asked this question is because, normally, players don't receive priority during the cleanup step, and I wasn't sure if they would again after the stack had emptied/resolved during the cleanup step.
514.3. Normally, no player receives priority during the cleanup step, so no spells can be cast and no abilities can be activated. However, this rule is subject to the following exception: #
- - - 514.3a At this point, the game checks to see if any state-based actions would be performed and/or any triggered abilities are waiting to be put onto the stack (including those that trigger "at the beginning of the next cleanup step"). If so, those state-based actions are performed, then those triggered abilities are put on the stack, then the active player gets priority. Players may cast spells and activate abilities. Once the stack is empty and all players pass in succession, another cleanup step begins. #

Later i will check the rules and quote it in the post.
