I don't believe so, since you are casting an aura, and not a minotaur. That is why Hero of Iroas makes your bestow creatures cheaper when you bestow them.
Bestow allows you to cast that card as an aura INSTEAD of as a creature. What's more, a card of a certain type can only have a subtype that falls under its typing. You can't have an Instant with the Equipment subtype. You can't have a land with the Arcane subtype. Edit: And consequentially, you can't have a non-creature, non-Tribal Enchantment with the minotaur subtype.
Therefore, when you cast Gnarled Scarhide for its Bestow cost with Ragemonger on the battlefield, you cast it as an Enchantment-Aura for 3B, not as an Enchantment-Minotaur Aura for 2B since the type and subtype on the latter isn't possible.
Scarhide would have to become Tribal for that to work, I believe. Don't take my word on that 100%, though.
However, I can definitively say it will not be cheaper if you try to bestow it while you control Ragemonger, because it will no longer be a creature and, as a consequence, lose its creature types.
There are some non-creature cards with creature subtypes, such as Nameless Inversion.
The Tribal type is allowed to have creature subtypes even if it shares another non-creature card type. To be more specific in my earlier post, card types can only have subtypes relevant to its typing. In Gnarled Scarhide's case, it can't be an Enchtantment-Minotaur Aura when cast with its bestow cost because it lacks the relevant card type to allow that to happen, in this case Creature or Tribal.
