As long as it still doesnt resolve and you have no cards then yes. As for your second question, its still the same, as long as you have no cards in hand.

you Can Stack it.. but not in the order you so wrote it.. When the first Resolves, the Card Checks "Does my owner Have cards in Hand... Yes" Counter on Resolution... I do believe that's the way it works.... And I'd say Yes for the Mana Sink... But in U... that's not really much of an Issue, as you've got Flash and limited Mana.. Maybe in (G/U), where you can have an overabundance... but meh

@Ravarshi: The ability is not countered on resolution, because abilities (and spells) are only countered on resolution if all their targets are illegal when it tries to resolve. In this case, there are no cards, so it can't be countered on resolution. When the spell resolves, it just does nothing. But you are right - playing the ability twice in a row would just leave you with one card.

So you can respond to it and play it several times, but only the first one will draw you a card. The rest will see that you have a card in hand, and will not craw you cards. ALso, if you get a card in hand some other way before the ability resolves (like Boomerang), you will not get a card. However, it has no restrictions on when you can play it, so you can sink mana into it whenever you want, even if you have cards in hand.
Compare the wording to Nihilistic Glee, which says "1,Pay 2 life: Draw a card. Play this ability only if you have no cards in hand." That is different - you can respond to it several times and get several cards. However, you cannot sink mana into it when you have cards in hand (as you cannot play it).

Nitpick: Only the last one you play will draw you the card, not the first one. LIFO order.
