You're right, I got overexcited by a new and interesting card. Unfortunately, I don't know how to delete a thread, even after 2500+ posts. (Also, I actually don't know where to post this thread. It's not like I was talking about a specific format.) Oh well. Sorry, internet.

It's not infinite, but Mishra's Bauble is an excellent value target. Chromatic Star becomes a one mana draw 2. If you can start with a Terrarion, Ichor Wellspring or Mycosynth Wellspring you can really start chaining some shenanigans.
with tokens I know there cmc is 0 so if you sack say a servo token could you get a bone saw or if you had one bone saw in play and one in graveyard could you go infinite? because i could see some interactions with reservoir or with marionette master etc.

It says "lesser converted mana cost", not less than or equal to. Can't go less than 0 so I'm gonna say it won't work with tokens at all. You'd have to sac a one drop to get bone saw back.
While I posted this in the card comments, I see an odd cheeri0s variant with this and heartless summoning.
1.One mana to cast trawler as a 2/1 (possibly on turn 3, right after casting summoning).
2.pop mishra's bauble.
3. myr moonvessel for 1 free mana to fetch bauble, which you pop again.
4. myr retriever instantly dies and recovers both the moonvessel and the bauble.
5. Pop bauble before using moonvessel for mana and another bauble pop.
6. Second retriever starts a small loop that ends either with (A) an X-cost burn spell to the face (fueled by infinite moonvessel mana), (B) drawing your full deck to win next turn (with bauble), or (C) winning with plain old grapeshot.
Compared with traditional cheerios, creature removal for the paladin is typically more common than enchantment removal for the summoning and the reduced color requirement (1 black instead of two white) removes a lot of stress from the mana base. It's a bit slower (card draw isn't immediate) but the reliance on revival in place of self-bouncing may add some resilience in the face of counterspells and removal.
Not sure if it will be winning tournaments but it might be worth experimenting with.

Given the deck that would run this, at worst it would get bolted and the guy gets back a 2 cmc artifact he may actually need more than the scrap trawler. Case in point, a Steel Overseer. Heck, in affinity the affinity player may just sac it to feed Arcbound Ravager anyway.

Eh, CMC 3 is the top of affinity's curve, and they have better things to do than run recursion. I don't think any affinity decks are interested in 3+ cost cards without affinity that don't translate into damage to the face. This won't see play in eggs, either, since that deck draws a lot of strength from blanking creature removal, and this card won't make Cheerios any less of an unreliable fringe deck.
Standard is a better possibility than modern, especially in conjunction with Metalwork Colossus.
Yeah, this is a no-go in Affinity. You're either taking out a Etched Champion, a Master of Etherium, or a Steel Overseer, all of which get the job done a lot faster depending on the matchup. If I wanted card advantage that badly, I'd run a second Thoughtcast before running Scrap Trawler
I've seen some people testing with it at the LGS in affinity hence why I brought it up. It seems like Scrap Trawler may be a mousetrap of a card. Basically, it's not very strong on it's own and just makes other cards better at what they do in some way. Sacrifice a Hedron Archive to draw cards late game and get back a 3 cmc artifact, etc. It's either going to be the most over-rated card in the set or the sleeper hit that takes off and ends up being 6-7 usd.
