So I had my Electrostatic Pummeler out on the battlefield when my opponent played Confiscating Coup to take control of it. If I play a Blossoming Defense back, which makes my creature hexproof until end of turn, does that counter the Coup? I'm wondering because it's a sorcery with a permanent effect but the hexproof only lasts until end of turn.

Except Confiscation Coup does not resolve at all. It is countered as a state based action before resolving. You cannot respond to blossoming defense with sudden spoiling and gain control of the creature for example.
Any spells or abilities that are on the stack when all players pass priority will resolve. Yes it will be countered but that happens during resolution, not in place of it. Don't confuse a spell not being successfully cast as not resolving.

I understand your statement, and the genral idea of it is presumably how the rules are right now, though that is in complete contradiction with the meaning of the 'counter' keyword in the comprehensive rules, that's what got me confused.
A change probably has to be made, either countering while the spell while it's on the stack, either just using another set of words than just 'counter' on the resolution rules.
It used to be called fizzle in the rule book, now its just a term older players use.
