I think it was an attempt to make a "fixed" threshold mechanic. The problem with threshold is that eternal formats have access to dredge (among other things), which makes threshold really easy to achieve. Delirium tried to fix this by caring less about the total number of cards in the graveyard and encourageing players to use multiple card types in their decks. As it is I wish they printed more things that could fill the graveyard to make delirium a bit easier to achieve. Reprints like Grisly Salvage and Thought Scour would have been ideal, but I think WOTC decided to act conservatively when it comes to cards that fill your graveyard in SOI block standard and limited because historically graveyard mechanics have been the one of the most broken things about MTG and they didn't want to break the constructed formats again with another graveyard mechanic after the still relatively recent bans/restrictions of Treasure Cruise and Dig Through Time in every eternal format (except EDH).
Hopefully Kaladesh will add more constructed playable artifacts to standard and a few more self milling options to help push delirium into tier 1 or 2.
I really wish the magic number was "3" instead of "4" for Delirium. I understand that in older formats 3 is REALLY easy to hit, but 4 is just too high a threshold for competitive Standard decks to be built around.
After trying to make a few decks work with the mechanic, I got to the point where I sighed in disappointment every time I saw a card with the Delirium mechanic in Eldritch Moon. It's just not something that Standard decks can really use most of the time. The effects are surely powerful if you can hit that threshold, but hitting it is the hard part.
I'm more a Limited format player, so I can't give you feedback about constructed decks. But, on the other hand, I can share with you a great delirium play.
I was playing a draft some weeks ago, and my opponent played a second turn Vessel of Nascency. In his third turn, he exploded the vessel, grabbed a Inexorable Blob and put the vessel, a creature, an instant and a land into his graveyard. I lost that game pretty quickly.
I think it's a strong keyword. Since GB doesn't care if you knock over their creatures and has ways of dealing with you in the forms of Black removal and Green Hexproof, to say nothing of Fog effects, waiting a few turns and milling yourself while you wait is not really going to hurt you, since once you get the cards right, you can go just go all out.
I really enjoy delirium as a mechanic and think, for the most part, cards are costed well. All they need to do is print an actually good Seal or two and Delerium will definitely be a thing. They also need to let all the exile removal that overtook standard rotate.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

I've been running an abzan delirium deck in Magic Duels for ages now, and it's really good there (managed to get over rank 40 using it more than anything else)...
yeah, yeah, the format in Magic Duels isn't nearly as powerful as standard but some cards are pretty good.
with Kaladesh just around the corner, and most likely with some poweful artifact creatures on it, which will help tremendously to achieve delirium as you'll be able to have 2 types from a single card in a more regular manner, delirium might just be the next big thing.
Already got my playset of Grim Flayers in case of this happens and price gets real crazy on it.

we have some decent enablers in Vessel of Nascency, Gather the Pack, Grapple with the Past, Liliana, the last hope and so on.
