This is probably one of the best formats for a Time Warp effect in a very long time. This is a very ground-centric format, and I don't anticipate Battle for Zendikar's beefy ground Eldrazi to change that. Barring Mantis Rider, the Dragonlords really have control of the skies in Standard. If they aren't immediately destroyed, they certainly won't get blocked by anything. What this means is that if you cast Part the Waterveil with a Dragon on board, you will regularly be able to end the game right there. Just think of playing Dragonlord Atarka, your opponent deciding that they can take one hit from her, and then dealing 16 damage by taking an extra turn. Or, potentially even better, playing Dragonlord Ojutai and then using him to chain together Part the Waterveil while protecting him with Silumgar's Scorn.
Beyond Dragons, Ulamog, the Ceaseless Hunger himself becomes much easier to win the game with in "one turn". And remember that everything I just said is just with it reading "4UU: Take an extra turn." The Awaken mode is no joke. 6 or 12 damage out of nowhere from what is essentially a free spell if your opponent is tapped out is amazing. I predict that this card will be used as at least a 2 or 3 of in Atarka or Eldrazi Ramp strategies, Bant Megamorph-ish decks, or aggressive Grixis/Jeskai Dragons decks. Remember, we haven't had a good Time Warp effect in Standard since Temporal Mastery rotated out.
I think a pure control deck would still prefer Pearl Lake Ancient, dragons, or Ugin as its finisher, but I am curious to see if anyone can make it work. I've only become more intrigued each time I look at it. An extra turn plus the creature...with 10 mana you are doing 12 off the bat and getting another turn to work with. If you can chain a couple at full power, well there's your christmasland right there. Maybe this Time Warp being a creature is different enough to make a completely unique deck out of it. It's gotta be a combo card, right? That's what we're supposed to do with this?
On another note, Part the Waterveil cast with Awaken and Radiate is very, very funny. Sure it requires about 14 lands to happen, but that's 14 extra turns and 6/6's, and 14 lands isn't too hard in Commander. Can't wait

In limited, I've ran it in two different drafts and its one me every game I've drew it in. THe number of quality blue fliers in limited makes Part a snap first pick for me. It's very easy to set up a board state that makes part win the game.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Idk, I could see a UG(maybe temur) midrange deck making use of it. Ramp up and clog the board with fatties like Ulamog, Sagu Mauler, Oblivion Sower (for the extra ramp, mostly), Hangarbacks, etc. Kiora and Nissa for utility, Sarkhan the Unbroken if you go Temur. Then use part the waterveil (with or without awaken) to give yourself an extra turn for the alpha strike.

What makes you think you'll live long enough to cast a six mana spell, much less a ten mana spell? The strategy is pray for Sower to hit something and to have it in hand, but really you'll be dead long before that.
Basically a UG superfriends (jace, nissa, kiora, ugin) with less ramp and more controlling elements, goes over the top with 4xWaterveil and 2xUlamog in the late game. Still get some of the big game of the rampy decks, but with a lot more interaction and card selection.
Actually, some sort of casual Part + Radiate build does look really funny, if a mite expensive. What ways do we have available to cheat these into play? I'd say the new Mizzix's Mastery, but that's eight mana right there for both... maybe Jhoira of the Ghitu?

The base form for six mana is awesome with an Eldrazi or Dragonlord out, but is it all that much better than playing another Atarka or whatnot? The ten-mana form, though, is admittedly pretty awesome.

Part the Waterveil would only be a legal target for Radiate if you Awaken it. Meaning you can't cheat Part out. And with Part being a Sorcery you can't cheat Radiate out with Suspend if you want the timing to work. You're going to need all 14 mana to do it, but then all 14 mana would be the most fun way to get it going.

IDK, I've been playing Gr and Gw ramp in Standard for the past couple weeks and it is a real deck. Given how easily you can get to Ulamog in that deck it doesn't seem unrealistic to plan on casting this.

As fun as that would be, it doesn't work. Casting for awaken cost is an alternate cost to cast, and can't be used if something lets you cast it without paying its mana cost. Gonna have to go with cost reduction effects, such as the new RU experience commander.

Also remember that Temporal Mastery was not a very good Time Warp because it's hard to set up the Miracle and way too expensive without it.

Even at minimum an extra turn can be used to get ahead a bit. Draw, land drop, use Planeswalker, extra battle phase, etc.
