Am I missing something or is this card going to be absolutely bonkers in UW/x control? It's a 3 CMC, tempo-murdering removal spell that screws with your opponent's draws and curves out into a 2 for 1 (sort of) that gives you a blocker/win condition if need be.

I don't think your missing anything, card is going to be good.
Will it hit standard, probably but not definitely, depends on state of W/U after rotation.
Personally, I'm looking forward to letting my opponent awaken, and then use this to put lands on top of their deck.
That said, the mirror match might get awkward.
I'd say the biggest issue with this card for Standard is that there a bunch of premier threats that aren't too harshly affected by this. Neither Siege Rhino, Mantis Rider nor Thunderbreak Regent, to name a few, are particularly bothered by this effect. It can do some solid work against others though. The Awaken cost on this card is super reasonable for the effect plus the size of the body you get, however.
It's slow for the UW draw go plan, and the awaken is what it is. The problem is when you are in a format with midrange creatures with strong etb effects (Siege Rhino), opponents are going to actually chuckle at you using this, because they will be perfectly fine redrawing their creature and just reslamming it. I don't think it's necessarily a bad card in a vacuum, but in this standard where the big threats have an ETB, return to hand/top of library effects are kind of weak right now.
If rally becomes a thing, this will really be the case, as doing this to an ally would just give them ammo next turn to retrigger all their EOT anthems.
This kind of effect isn't exactly uncommon in any given set/standard (barring awaken), and it's never been particularly impressive, to my knowledge. Additionally, as others have said, some of the biggest and most popular threats in the current standard and the standard to come will do more than just shrug this off - they'll laugh it off. I will say, however, that in a format with manlands, the awaken mechanic, and up-to-10cmc creatures that may require the sacrifice of Eldrazi tokens to cast (though you don't really want your opponents recasting the likes of Desolation Twin), Roil Spout may find more constructed success than other cards with this effect traditionally have.
Now that its a new standard without siege rhino and mantis rider, how is this card now??? Seems like playing a mix of sorceries and instants is okay since its easier to get to delirium if thats a goal for you. Not sure of the state of ETB in the new standard but there are definitely a lot of creatures that this would hit hard at such as transformed cards.
Is the problem with this card is that it exists with cards like Reflector Mage that is the same casting cost?
Or Stasis Snare that is instant speed exile removal that can get rid of an attacking Profane Prince before it can swing the life totals by 18 points?\
Or can we play this in addition now that Standard is slower?

I don't think so. Being a sorcery hurts it. And since you have reflector mage at the same cost. I'd rather play it in the same slot.

It can also be played with Baral's Expertise and Sram's Expertise.
That's a slight improvement.
