Like Mangara, the triggers are amusingly easy to make into permanent exile, but it's hard to figure out just where he belongs as a card. The damage requirement makes him more difficult to trigger.
He seems a bit clunky, but I know somehow, somewhere he will be flashed in as a response to Niv-Mizzet, The Firemind going infinite.

Neither of these situations apply actually. The only reason Mangara and Oblivion Ring can do stuff like that is because of the wording. A fair version of Mangara would read more like Brittle Effigy, where his exile is part of the cost. Likewise, Oblivion Ring's two effects are separate. Banishing Light is the "fixed" O-Ring (which is why we'll never see Fiend Hunter or Oblivion Ring ever again). Hixus' ability also specifies combat damage. Sorry to burst your bubble, but even in commander he's pretty bad, and I'm a huge mono fan, so that's saying something. :C
The card just can't see Standard Play, that much is certain. There's so much removal at all stat lines that if he's a 3/3, he dies to red burn and Abzan Charm, but if he is bigger, like a 5/5, he dies to Valorous Stance. This doesn't even mention that there's just as much hard removal, such as Murderous Cut, Sultai Charm, Ultimate Price, and the like to kill him anyways. If he permanently exiled the cards, maybe it'd be a bit more playable, but he's not going to cut it in Standard. Will be a limited all-star though.
Could this guy be flashed in to stop a planeswalker from flipping if the PW cards flipped on damage to an opponent? Also I wonder what prison he is the warden of?

Are you sure it doesn't work to exile permanently? They would be exiled after he is gone, and then wait for him to leave the battlefield, something he can't do as he is already gone. Sounds like it would work to me.
Also, I wouldn't count cards like ob ring out forever, Faceless Butcher the earliest version of this type of ability as far as i know, came out ~13 years ago (there were lots of cards like it targeting different things, 1 even removed multiple lands at a time) , and they even told you in the Nightmare precon insert guide how to make the ability permanently exile things. Then after ~10 years they started using the ability again. I think it will come back.

Unlike Faceless butcher and co this has a single ability with a duration, which means it is covered by rule 611.2b

He couldn't exile Niv-Mizzet in response to going infinite, the card specifies combat damage.
Anyways, lets be real guys. This is an intro pack rare. 90% of the time, those are pretty bad. I'm not sure I'd even want to run him in commander as one of the 99, since it could end up letting someone else essentially boardwipe while keeping their creatures.

Doing some legendary intro pack rares is an interesting change.
Seems to hint that this is a mono color focus set like all core sets are.
