I'd pick Assault Formation, as you can easily pick up another color and there are creatures in all colors that would benefit very well from it. Death Wind is a very tempting second choice
Death Wind, easily. Good instant speed removal that is easily splashed. The fact that it gives -x/-x means it doesn't even have to outright kill a creature, it can also act as a strong combat trick.
Assault Formation is a major trap card as a first pick as it will cause you to take/play cards you wouldn't otherwise...and then lose when you inevitably fail to draw it alongside said cards. Don't get me wrong, it's a cool effect that I would be pick up later in the draft for the right deck, but no way I'm taking it over strong removal.
I like Assault Formation as a Gerrard's Battle Cry with serious upside. I wouldn't change my draft order too drastically based on it, but having a minor toughness subtheme sounds reasonable.
Wildfire393, what does a Sight of the Scalelords deck look like, by chance? I'm skeptical that one exists.
I don't know how viable enemy-color decks will be in this draft format (I suspect fine) but I'm still going with Pacifism because it's the best card in the pack.
I'm not sold on Pacifism in this format, where Formidable and Exploit means your opponent still gets value out of his pacified creature. That said, I still believe it is the correct pick here, though I strongly considered taking Dragon-Scarred Bear.
Second pick pacify because it's far and away better than anything else in the pack.
This. Too much of a gap to even consider anything else. Especially with both it and our first pick being great splashes. We are getting the best card by far and still aren't overly committed to any color(s).

I personally like Thundershock, because a 4 drop with flying and 4/4 is a heck of a card.

About the regents - Thundershock is a great card and extremely efficient and you will get at least a searing blaze out of it, but IMHO at least in limited the blue one has bigger impact, because it is a 2 for one as long as it stays on the battlefield (locking one creature down) and it is also quite hard to remove (often your oppoenent won't be able to remove it on your turn even if he has instant speed removal and thus he still lost his probably best attacker for his next turn and he has to spend the entire turn casting one removal spell, which is a huge temmpo swing)
EDIT: for the second pick I went with pacifism - as other posters said it is great removal and splashable.
Vulturous Aven over Draconic Roar. I think the Roar is the best card, but we already have a good black card, and we really don't want to face the Aven if we're playing Pacifism.
Dromoka Captain, hands down. Had to face this guy on turn 3 a couple of times last weekend and he was a major pain. Paired with cheap tricks/removal (i.e. exactly what we already have in this draft) he can snowball into a ton of board/card advantage.

Formation is nice, but as the poster above me says - you have a high chance to be screwed once you do not draw it or it is removed.
