I know WotC is all against the cheap removal but this is all over the place. And I know that it's about the draft experience but damn, kick Block to the curb? And also your dragon killer card costs one less and your dragons are 6 drops? Seems nonsensical to me honestly.
This is all limited fodder. Obviously in this limited environment it needed to cost 4. The costs are going to be all over the place because not every limited environment in the same.

You're comparing some commons to some uncommons. Uncommons are a lot of value in Limited while commons are 'you take them after they wheel' in limited. Also depending on the set changes where your removal needs to cap at. Fatal Fumes was in a relatively low P/T set, so it didn't need to kill big things all the time, it could do the job killing smaller things. Throttle and Flatten are in separate Draft environments, and Throttle doesn't have Dragons at every rarity to worry about, so it doesn't need the extra turn push.
Literally every card here is bargain bin rated compared to Dismember because a 1 cost instant speed removal spell that bypasses most of the effective anti-removal defenses was a terrible idea that Wizard isn't keen to repeat ever again.
I fear I won't have much time to play Magic these days.
I get to watch worlds develop around me.
I get to watch great leaders, terrible oppressors, and trend setters rise and fall.
Limited, Standard, Modern, everything is a different playing field I feel I can observe, but will not actually touch.
I look forward to the stories I will hear.
And more so to the ones I will watch unfold first hand.
Isn't the unknown exciting?

Even though it's an older card, Death Pulse makes sense in comparison.
But then we have Dismember. Ok, seems a bit off.... Grasp of Darkness....ok, a bit weird, (just remembered Sudden Death) how about more recent?
Fatal Fumes.....um, oooook.
Anything else?
Lash of the Whip ok wow that is pretty recent.
Throttle SAME BLOCK.
