No, but it's safe to say that Moonveil Dragon is not strictly better than Shivan Dragon, the definition is pretty clear.
When would a player ever prefer Shivan dragon over moonveil dragon? I imagine that the number of situations in which the moonveil dragon's stricter casting cost actually matters must be very few and far between.
You open a sealed pool with not enough good red spells to justify playing red as main colour, but you still have Shivan Dragon, which is a pretty good beater, so you add some mana fixing and mountains into the mix, along with some direct damage you find in red and add it to your deck which has a different main colour. You can't do it that easily with Moonveil Dragon, as it forces you to commit to red quite heavily.
And I wouldn't say that the situation in general is rare, splashing colours in limited happens all the time and the difference of one additional coloured mana symbol means a lot.
there is also the issue regarding colour pie. It is at the very least uncommon for white to destroy things. They do not destroy they remove the problems. This type of flavoring was more evident when exile was removed from the game but still destroying is what the black mages do not the white ones.
Also, how does WotC justify the existence of erase, which is strictly better than demystify? How can there be two cards with the same mana cost while one is superior to the other in every conceivable way? I believe that 1W would be a more reasonable cost for erase, so that there is still reason to use demystify.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.

When my meta talks about 'strictly better' cards, it is usually a direct comparison between effect and cost in an X coloured deck.
After that considerations like what else is in the meta, conditional effects and other variables are considered (not in a 'strictly better' sense).
