use (preferably land-based) ramp to hit Nissa, Worldwaker turn 4, then untap 4 lands and cast Perilous Vault.
Following turns: use Nissa to animate lands while threatening to exile anything the opponent tries to scare you with.
Either the opponent deliberately holds back, and you have ten plus mana on your side of the table, and you win...
Or the opponent overcommits, you exile everything but your land-creatures, and you win.
Scenario B: (NOTE: MAGICAL CHRISTMASLAND)
use (preferably land-based) ramp to hit Nissa turn 4, then untap 4 lands and cast The Chain Veil.
Optional: Watch opponent burst into tears.
Following turn, use Nissa to untap forests not once but twice, spitting out Perilous Vault and leaving mana open for Dictate of Karametra at OEoT.
Congratulations, you can Ultimate Nissa, spitting out an army, exiling all nonlands, and whatever else you want with your twenty plus mana.
Deck concept:
2 card choices taken, 2 optional. The chain veil and dictate of Karametra are completely non-required, if you find better, use it.
I couldn't find a good card to grant all the forests haste. would have to splash red for the Hammer of Purphoros.
But I saw the combo and immediately my mind looked back to the olden days of Plow Under allowing Mono Green control decks to exist.
It's two cards, but Perilous Vault might as well be green. I don't know of another color better suited to recovering from nuking everything but lands.
Also, i don't find many land tutor to play before T4 (only Font of Fertility) so it will be hard to play Nissa T4 with 5 land on the table (maybe use enchant land ?)
Verdant Haven gets out Nissa one turn earlier and allows her to untap the enchanted land for extra EXTRA mana.
it's a really good idea. It sounds like a control strategy. Another option I was thinking of is for bg control. You can drop the new garruk the turn after u pop the vault.

Trying to keep it mono green but I am open to any arguments for a splash. I am also trying to make this for post rotation so please keep that in mind when making suggestions.

Genesys Hydra has a home here. It will benefit from the ramping the most. As someone else has stated in another thread, this hydra's ability is resolved on the cast and puts an uncounterable threat into play.
I'd love to fetch through 8 cards to put into play, say what, Resolute Archangel or Siege Dragon?

You don't do them in the same turn. You play Nissa, untap for Vault, and threaten Vault each turn after, while gaining a 4/4 Trampler. Your opponent will be hesitant to play things because of the Vault, but they have to answer your army of 4/4s.

Scutting Doom Engine can be a good idea, but dont help the other card so maybe a 2-of? You will need to test, but looks a good idea
Netcaster Spider dont have a place here, and if you have to much flying in your meta Skyreaping and/or Plummet are a good sideboard options
drop Hornet Queen, to cost to do little without a way to blink her.
The nest is good against agro, so keep it can be a good idea, but I dont know about 4 mainboard...
How about Bow of Nylea? It can be useful in a control oriented deck (and I just love this card)
