Disclosure: I haven't played any serious Mtg in over a dozen years. From lurking here reading the Theros spoilers, it's clear there's a ton of stuff going on that I don't fully understand.
That said, I really like this guy.
My main reason for liking him is as a heroic activator, but one that's also a creature. The fact that he has flash really seals the deal, and it seems like he could lead to some serious card advantage (if you get lucky, of course).
With a tapped hero, say Centaur Battlemaster, you can turn an opponents attack into a rout pretty efficiently. The pumped Battlemaster can block, along with the Hippocamp itself, possibly taking out two of your opponents creatures and leaving you with a new one, and one that's now stronger.
I suppose the bestows offer similar flexibility, but not at instant speed.
They would use the wording "As you cast [...], do [...]" to be able to target as a spell, otherwise this one is a triggered ability by entering the battlefield after the creature spell resolved.
