Mill is weaker than previous core sets. I would only go mill in limited and only if I opened a Jace. This set looks like it has weak control, no good walls and lots of evasion.

worse then last core set simply because that had 2 commons for mill, while this only has one. It will be much harder to amass cards without the extra common there.

Dimir from Ravnica brought us a lot of mill tools, yet there is still no deck. Why not? Because people are insistent that milling is not a good strategy. Honestly, it's not under the current strategies of MtG. The problem is balancing mill cards with cards to defend yourself from threats already on the board. Sure you may knock out a bunch of cards from their library (assuming they don't want them in the graveyard) but they can still beat you with just one creature on the board.
Tome Scour and Traumatize won't be the saviors of Mill.
Doubtful. The amount of creatures that we have that can both act as chump blockers and do decent mill we can count on one hand.

Exactly, the best and most recent "Mill" decks were Esper and Bant Control with Drownyards. The mill cards were MB Drownyards and Jace in the SB. Esper looks like it moved towards creatures with Lingerging Souls, Sorin, Lord of Innistrad and Aetherling. Bant barely seems to show up anymore.
Mill is already a thing in Standard, with Nephalia Drownyard and Jace, Memory Adept being the finishers of choice in Esper control. Those decks don't run other mill cards now (maybe some occasionally run Thought Scour), and won't run Traumatize or Tome Scour or Millstone post-release. They'll likely also go the way of the dodo after Drownyard leaves standard: Mill is only good because decks can run Millstone in their land drop spot, and that won't be true anymore soon.
EDIT: That being said, I think that Tome Scour at common AND Millstone at uncommon means that, if I saw one of the rare or mythic mill cards (Traumatize, Jace's Mindseeker, Jace), I'd likely give mill a shot in limited.

What sucks about mill, is mill is like having your opponent starting at 53ish life, and all your threats are crappy but fairly undercosted burn spells that could only go to the dome. And if you run too much removal/creatures/whatever else...then you're just getting in the way of your already weak mill strategy.
And the milling itself doesn't really do anything. You have just as good a chance of milling the crap that they didn't need and helping them draw into more good stuff as you do randomly milling something they wanted and having them draw something crappy. I usually don't even bother looking at what I got milled when someone's playing some goofy mill deck. They're basically just goldfishing for you while they make your graveyard taller and not much else.
IDK, I love alternate wincons, but mill just never cuts it.
Mill-Gro is a cute deck, but it leaves a lot to be desired. For one thing, your Consuming Aberration has no Hexproof, no evasion, no Trample. It can be a huge creature yet can get chump blocked by a Spirit token or an Ambush Viper all day. Also, the whole "Mill until you hit a land" thing is a bad mechanic. There's no certainty - your opponent could mill 5 cards, a dozen, or just one. Most times it's just one. Jace does the mill game better and for no loyalty.
If you were going to mill, it is conceivable that you could get away with a Mono Blue Mill deck with walls and control elements thrown in for good measure. But you would really have to keep working on it to make it work.

If you were going to mill, it is conceivable that you could get away with a Mono Blue Mill deck with walls and control elements thrown in for good measure. But you would really have to keep working on it to make it work.
