His body seems lacking looking at his mana cost. Flavorfully he is awesome, extremely Izzet.

Great flavor but what an insanely prohibitive mana cost for the colors. UR decks don't want to be tapping out for six mana for a creature. We already got the Dracogenius in Gatecrash so I'm kind of confused about that. My guess is they made the rules text first, loved it and made a "fair" mana cost.
For the mana cost I think his body sucks and while his effect is cool he's completely vulnerable with no real impact as soon as he hits the table. It's a cool concept, just not that good of a result but I'm biased as I hate expensive legends* and don't really play EDH.
*Edit: With a few exceptions like Iona and Akroma.
I agree this is costed too high. Not just for the weak body and marginal ability (which might be better at a lower cost), but also because it doesn't fit Izzet.
It might be approachable, but the "from the library" restrictive clause in the Copy spell ability is a deal breaker.

The cost is too high for a highly restricted Future Sight (him being a 2/4 is probably not going to do anything but get him blown up).
I understand that you get to copy the spell if you are lucky enough to hit one, but most blue decks are going to have a lot of spells that you don't even care about copying, like Dissipate.
So, does Epic Experiment cast spells "from your library?" I'm going to assume so since it isn't casting them from your hand. This is the only worthwile interaction he has in std so far IMO and it's not worth it.
I'll be honest when I saw that he had you play with the top card of your library revealed I was hoping he was just a Magus of the Future, maybe with a little upside but this wasn't nearly as cool as that would be

The 6cc is a turn off w/ a 2/4 body. I would've liked to see him dropped to 5cc (or) have his power/toughness be at a 4/4. He's fun, just unbalanced (in the negative direction... aka weak).
Should've been 5cmc and more like 2/5 or 3/5. The ability is plenty dramatic but they clearly didn't push very hard, for better or worse. I'm sure he'll be a blast for the kitchen table.
While I'm not excited about this card specifically, he has me guessing that we're about to get viable library manipulation in this set (or m14/Theros). The card is most likely unplayable no matter what, but he's not even interesting to my Johnny side unless I can start stacking my library. When you throw in Duskmantle Seer(Domri Rade?) this block is starting to develop a "top of your deck matters" subtheme.
Man, can someone tell me how to feel about this card ???

I don't get how to abuse his ability, which is bothering me......since it seems like he wants to be broken (as an EDH General).Only card that works with him that I've found is Jace AOT

Ruric Thar was made for Standard. This is made for EDH. Something for everyone, obviously.
That said, this IS a highly interesting General, to say the least. Spellslinging with him is gonna be fun.

6 mana is too high for a combo enabler though. In Modern, you need to get to 8 (or 7 with a Goblin Electromancer) to truly combo out, because the cheapest ritual costs 2 mana.
Comboing off with Melek requires 8 mana, 1 ritual in hand/on top of your library, and the Weird himself. Given 8 mana and 1 ritual, I'd rather the last card be Epic Experiment than Melek. It's safer too, because you might hit a land with Melek and brick, whereas Experiment can flip over 1 or 2 lands and still give you enough gas to win.
I don't think Melek is strong enough to resurrect Storm, unfortunately.
