Plagiarize only works for one turn though, and doesn't attack and block, nor can it be made uncounterable with Cavern of Souls. It's sooo much better.

Not saying this makes it better than Notion Thief, but if we are going to split hairs then lets split em all.
This is so brutal. Commander will be very fun to use. But in standard... IT WILL BE AMAZING. I can't wait to pick up ten playsets when they are low. I don't think people see how much of a game changer this guy is. HE IS RIDICULOUS. Spanks Garruk, Revelation, Sign in Blood, Blood Scrivener, *counters* Beck from Beck//Call... It's ridiculous and I am so happy and excited to use it in my esper or bug control... I can't wait.

If I get 2 cards out of this guy I'm probably pretty happy. That's including the one that the opponent uses to kill him. I dunno, he's a sorta specific counterspell with legs, except the spells he counters are the kind every deck wants to be playing. Who doesn't want to be drawing more cards? There are very few decks in this messy environment that wont be. Sadly reanimator in it's current incarnations uses more dig spells than pick up ones.
Flash makes all the difference here. His body size means nothing. As long as he resolves and you play him right, he puts you at a huge card advantage. By the time they try to get rid of him, even if it's the same turn you played him, there's a good chance you've already drawn into a response with your stolen draws.
I think one of the best cards to use with this guy is probably Anvil of Bogardan. It starts off being a huge card advantage engine until your opponents run out of a hand. Once they have no cards in hand, they can never cast a spell again other than instants or cards with flash.
He makes your Bloodgift Demon ping your opponent for 1 and still draw you a card.
POWER OVERWHELMING
Seriously though, I like how he both fits in a lot of places and is amusing for build-around. A cool, useful effect, and so much better than Plagiarize as he sticks around---no needing 4 mana open for ages.

Howling Mine, Vision Skeins, and Jace Belren (1.0) now seem cool to play without care. I like it, but Blue/Black in CMC is restrictive for Commander. Still awsome.
Also remember: Being able to hold up 4 mana and your opponent being unwilling to play their freaking lifeblood draw spells is a big freaking deal. The oh yeah they'll just wait or oh yeah they'll never play into it argument is still a bit of a blowout against a deck that needs those cards not to crap out on itself. Much more garrucks will be making beasts
Also just hitting a thought scour or azor charm and you are already +2 on your opponent. Can you imagine what a dick you are if you hit a looting or Izzet charm?
Fantastic card advantage. If you play in response to any draw spell it puts you 2 cards and a creature up, up even better if played against a multi-draw spell. The body is fragile, but with 3 power he should be able to trade with something (at worst) or force the opponent to spend yet another card to kill it. Very rarely less than a 3-for-1, and will often be more than that against Sphinx's. Just having 4 up will force people to leave counter mana open, weakening their Revelations
Or they play Jace, the Mind sculptor on the draw turn 4, activate his brainstorm, then you both steal three cards, they put back 2, AND you kill Jace with your new 3 power creature.

Actually, your opponents would effectively never draw another card. The way TPB works is you draw for your draw step, then the box triggers. With the trigger on the stack, they could cast Instants, activate abilities, etc. However, if the opponent doesn't have a response to either the Box or the Thief, their hand gets put on the bottom, then you would draw equal to the number just put there (it is still a draw after the initial draw of a draw step - that is a mouthful), leaving them with an empty hand (Shrieking Affliction, anyone?).
So, yes, Notion Thief and Teferi's Puzzle Box can keep your opponents' hands virtually empty once it triggers the first time. This might enable a Modern UBx Scepter Control, provided you keep something handy to protect your two main combo pieces (like Far // Away, Turn // Burn, Hindering Light, Remand, etc.).
It is a pretty steep commitment to include this card without knowing whether it will be effective against an opponent. It just costs too much and does too little in a lot of matchups. The trigger is definitely backbreaking when it works. The question is whether that is often enough to include a 4cc hate card.
Potentially pretty powerful in its own right, reactively, and with the right mix of cards. I like that it breaks the symmetry of cards like Howling Mine.
Still, I wish this were either, or even both, tougher or(/and) cheaper. I also wish that this allowed you to draw, not forced you to draw.
You don't just in all decks. You can put it in your sideboard or build a deck around it with cards like howling mine or depending on local meta it might be possible to play him maindeck
You can also play targeted looting spells that are good when you play them yourself, but amazing when you target your opponent w/this guy out. I'm drawing a blank for standard-legal ones though.
Someone already mentioned sign in blood, but dealing 2 instead of losing 2 isn't exactly broken. It's too bad izzet charm's looting mode doesn't target.
I like it not only do you steal their draw, let's be honest this is a response creature like Snapcaster, so you will steal at least whatever they tried to do ie Sphinx's Revelation. The body is a bonus not a hindrance, I'd pay 4 all day to steal a single draw from a Sphinx, this allows for more than one. Yes it dies easily but it does its initial job and now cost them another card to kill it, or traded for an attacker. That's major card advantage.
