If this is an actual card, it'd be a nightmare to sort out in a group game or any game with a lot of creatures. I like how silly it is, but as a design it is very messy.
It's a pretty bad card, though not as hard to resolve as everyone is making it out to be. It's not like it targets every single permanent; at most you'll probably have to roll a d6 or d10.

Really strong card, lets break it up like a good player always does:
Most pingers do 1 damage, this one does 100% more damage.
Most pingers have 1 toughness, again this one is just completely over the top with 200% toughness compared to the other pingers.
It's flying, which is quite intimidating on a pinger, he can block not only ground based creatures but also flying ones, research showes that means it can block twice as many creatures as other pingers.
Finally he attacks not only your opponent, but you as well, double the number of players!
I'd rank Showstopper lower, honestly. But yeah, Goblin Test Pilot is pretty bad. I think with some equipment or aura on, it can do some work in limited, but that's as far as it goes.
I'm also a draft player, so I'm evaluating it on that spectrum as well. It's awful, in anything. Draft, constructed, kitchen table. It's not even thick/absorbant enough to be a good drink coaster.

I surely hope that's the worst card of the set. Yeah, yeah, I know, bad card should exist, but if this is the cost to not have Search the City, Archangel's Light, Primal Visitation and the likes around even just for one set, I wholeheartedly agree.
For now, I see this as "another weird Izzet stuff" and mentally giggling thinking someone must pull this some time in EDH against tokens.

Yes, in terms of objective power level, its the worst card in the set and indeed among the worst creatures ever printed. Even if it could be exploited with a janky combo, it would still be horrible. But as is, the effect is more likely negative to you than a bonus, which means you're pretty much paying 1UR for an ornithopter.
Theres no reason it couldn't have haste, flying and be a 3 damage ping. Then at least the risk might have a payout

Actually, I don't think I read this card incorrectly. I think of two ways to interpret it:
Either "The ability can randomly hit a single target creature and all players." or "The ability can randomly hit any targetable creature and all players."
The first is random, but tractable with a single 6-sided die in most cases. The second would be incredibly annoying and what I was thinking when I wrote the original post. Trying to figure out how to roll a die/flip coins with this card against a populate deck would lead some to violence.
It really bugs me that they choose to dump another awful card on Izzet. We have plenty of flavor as it is without clogging up a 3 tap uncommon gold card slot, especially for a guild that really could use some love.
I'm personally alright with this not being good. I didn't want it to be a clever way to evict Legacy Goblins and have them live on Volcanic Islands., but I didn't expect the card to be an absolute pile of garbage in every format! They thought the whole Bazaar Trader joke was funny so they made this.
I honestly believe this card will be good at something at some point, besides blocking Storm Crow. Why else would they make such a randomly terrible card? Maybe Johnny has some work to do.

Fun fact: If you give this guy shroud, he becomes ineligible to being an option for the 'chosen at random' process, since the ability targets. Or you could use Spellskite to redirect for {U} whenever it lands on a 'bad' target.

Nope. Not a fan of the card, but I'm betting there is something else up R&D's sleeve that is going to work off of this somehow. If not. Then someone should at least be wrote up for designing such a defunked card. lol
Unfortunately, flavor doesn't quite redeem this one. Look at that text! Such lack of regard for life and property has all the earmarks of the Rakdos, not Izzet. Should have been mono-red anyway.
A poster child for the wonkiness of Dragon Maze so far and also for the royal **** up that is Izzet design this block... what does izzet do? Take good effect, cut its balls off, and make it work only half the time. Give it a planeswalker that interacts with a negligible portion of its own color pie and has no synergy whatsoever.

I'd argue it's one of the best cards ever for casual mutliplayer
Definitely an awful card for competitive play
Really, he'd be interesting to run in a R/B Burn/Control as one of the only creatures, not great, but interesting.
"Not great" is a huge understament. For 3, he can't swing or trade, and will at best get 2 damage in 50% of the time.

It is pretty bad, though. Weak but also really obnoxious to play with especially in multiplayer.
