Back on topic, yeah the whole point of this card is that even White has to resort to more ...unseemly... means of surviving in this darkening landscape which is Innistrad.
The cards effect is most definitely white since it's a 1 sided version of Rule of Law(although white did steal the effect from blue's Arcane Laboratory).
Yes "Curse" is an unusual concept in white but as MaRo and others at wizards have pointed out many times the flavour of white doesn't precisely correspond to being "good"(no more than the flavour of black corresponds to being "evil") it corresponds to "order". Yes white gets a lot of things like Angels and healing which are "good" but there is also the dark side of white when "order" is taken to the extreme and inflicted upon others.
Also while putting "curses" on things is though of as being something done by witches and the like it's also an aspect of holy punishment(Adam and Eve being a good example).

This card reminds me of Silence, in the same way it kinda stuns an opponent. Well...Rule of Law is a better card to compare to, but I can't help but think of Silence first anyway. lol

You have a picture of an attractive strong power women who girls dress up as for anime conventions. What more do you want? The picture is fine, happy to see a reprint. Agree. From a color pie point of view, these types of things are and have always been White, there is nothing new there.
But from a "telling the story of Innistrad" point of view, it's an important distinction that Nevermore is not a Curse, but Curse of Exhaustion is one.
