Yeah, it adds an extra loyalty counter if you choose to do so. Really depends on the setup, but it could really support the play of Planeswalker cards as a whole. Which ......... is kind of scary, since it's already slightly tougher to deal with them than it used to be.
Whether or not it worked does not validate the play. That's hindsight probability. Let's say I offered you a bet -- I'm going to flip a coin and if it's heads, I'll give you 1 dollar but if it's tails, you'll give me 2 dollars. This is obviously a terrible bet for you. Accepting it is a bad decision. You can't justify it afterwards by arguing that you won the flip, therefore you made the right decision.
At the moment, there may not be a whole lot going for Proliferate to make use of Planeswalkers as well as for themselves. The reason being is because the Planeswalkers themselves (at least in most Standard decks) are not to be built around, but to add into the structure of the deck.
In a deck like Blue/White control, cards like Steady Progress will be fine if you do have a 'walker out, but that's never 100%, thus it would only count as a card that would say "Cycling :2mana::symu:".
So, I wouldn't try to go for a Planeswalker Ultimate with Proliferate, because more than half of the time, you should be winning with controlish methods and the like.
I know this will get me a necro warning, but I have been looking for ways to add loyalty counters to Planeswalkers and this is the only thread I could find where people were discussing the same thing. I wanted to share that both Contagion Clasp and Contagion Engine will work. Generally, these are used to speed up Infect damage, but for anyone who is curious they can help Planeswalkers, too!
