Whether or not it worked does not validate the play. That's hindsight probability. Let's say I offered you a bet -- I'm going to flip a coin and if it's heads, I'll give you 1 dollar but if it's tails, you'll give me 2 dollars. This is obviously a terrible bet for you. Accepting it is a bad decision. You can't justify it afterwards by arguing that you won the flip, therefore you made the right decision.
I like the idea, plus it could be neat to maybe use that white, instant, super anthem for some sweet alpha strikes. It doesn't even have to be blue, it could be white/X control and run dismember, probe, and gideon, etc...
if I had the means, I'd definitely try it out at FNM

you could try using Tezzeret AoB, just to make your opponent's artifacts to creature (not profitable)...

I doesn't warrant MD play, because it relies on your opponent too much. For all you know, they could be playing a creature less deck or not have anything until turn 5, at which point 3 1/1's and 6 life won't do much for you. The life gain is the only factor you can control (as of now), but hopefully we get some Hunted creatures to abuse with this.

Main-deckable? Lord no. It stops the Red decks in T2 in their tracks though, and isn't terribad in Limited. Might be playable in Block, dunno much about the format.

I think it's mainable as long as you bump the rest of your curve up to compensate. The card kills aggro by itself, so you focus the rest of the deck to beating control and combo. (Throw in a few spellskites in case you don't draw it though)
It's not that wizards hates red. How do you think the blue mages felt when grand abolisher was spoiled? I honestly think R+D is running an experiment. They know white has the lowest number of dedicated followers (there are more "blue mages", "green mages", etc...) so they're making it clearly the best color to see how many players are competitive vs. casual, so they can market future sets accordingly. At least that's the only reason I can think of why they'd make white so blatantly overpowered.
I mean it's not an instant
It likely will not stack if casted multiple times in one game
It doesn't improve any existing life gain or token combo decks to my knowledge
You can't target it with a Sun Titan
and. . . there's no Lord combo available other than the Vanilla Adaptive Automaton
The only play I see this card getting maindecked is in a combo deck that runs a lot of sacrifice outlets
Even sideboarding this against RDW seems questionable when you look at what most decks are running as their 3 drops
I see it getting no play and it's current card price at 5¢ seems to confirm this

i agree that it's not a maindeck card... but you're seriously undervaluing it as a sideboard card. it's already seen a lot of top8 and top16 play at recent events including the most recent starcity open. it will continue to see play as long as aggro decks are viable.
this card has serious game against aggro... consider if they will have typically done 4-6 damage by turn 3... regaining 6 of that life and dropping 3 1/1's is very strong.
Norn's Annex is a White Artifact that costs phyrexian mana, if you're keen on paying life for things. I hear making people do things before they can attack you is good. And hey, it's something Exarch Twin has to Roil before they can actually win!
It's already become known as an incredible sideboard option - i've seen no less than 3 respected writers argue that it's better than Kor Fire Walker against mono-red.
I don't see any reason it can't be a niche maindeck card.
I have been playing the card main deck in my u/w deck and it has been sick there has not been a time where i was not happy to cast it and or have it in my hand for late game.

You can play it in the main deck if you expect a lot of aggressive decks in your meta or if you're a bit soft to red decks. It's horribad against U/B control and Twin decks and pretty bad against Valakut, but it's backbreaking vs something like vampires or monored. If you really want to shore up those matchups, playing one or two main deck is fine as basically preboarding against them.
This card's existence makes me think red decks might want an Immolating Souleater somewhere in the 75. Yeah, it sucks that they have a 3 mana 3 guys card, but at least it's not a blowout, and it has uses elsewhere, too, both being a scary clock on its own and being nonred to avoid Celestial Purge or force a trade with Kor Firewalker.

the issue i have with this card is that you dont actually want to be in the position where you have to use it. if i am losing 3 1/1 dont make me feel too much safer. well if your packing HOTP on the field then it aint so bad.

The idea is to buy yourself 1-2 turns to get into a better board position. Against the decks that matter (kuldotha, vamps) this works as a means to bridge your T3 play and T6 play. You basically buy yourself 2 land drops and more hand sculpting.
The HOTP is a bit of a paradoxical suggestion. If you are running HOTP effectively, you usually do not want Timely Reinforcements and vice versa. HOTP means you run many creatures. Timely Reinforcements works best when you do not run many creatures. They look really good together, but just think about that.

If you DO wanna mainboard Timely Reinforcements, clearly you need to use Honor of the Pure and Elspeth Tirel.
You can also use Phyrexian Metamorph to clone thingalings (MOAR ANNEX), and continue to make yourself lose life.
Elspeth just pumps soldiers. Use Noxious Revival to get her back, and make more soldiers!!!!111one.
I would be delighted to see this made into an actual deck.
