I can't tell if this card is good, bad or just a wash. It doesn't destroy the permanent, like, say, its closest relative: Beast Within, but it has the potential to neutralize a threat as a roll of the dice. In that sense, at least it feels red. Best case scenario, you target something dangerous (jtms), and your opponent reveals a non-permanent. In most decks, there's what? A 25-30% chance that'll happen? Not too shabby. Second best scenario: opponent reveals a permanent that's less threatening than the one you put back into his library. Largest likelihood is that he'll reveal a land, so you just ramped him PtE-style. Worst-case scenario is he gets a huge, ridiculous threat on the board at your expense. Of course, you could always use it on yourself in certain situations... idk.
It's playability in Legacy is zero and it could be okay in some casual circles where a die-hard red mage needs some enchantment removal I guess (but why not just splash green?). Basically, it's made for EDH, and in EDH it's better than good.
It's amazing. Sure there will be the occasional "Oh crap, I turned your Grave Pact into an Ulamog, the Infinite Gyre, but there's a 36%-40% you turned it into a land, and a 20% chance you just zapped it for 3 mana. It provides some of the best removal red has ever seen and the drawback is very red.
you can still play it on your cards to save them when they are about to get destroyed and get something nice out of it
or, as it is in the political puppets deck, play it on something you gave your opponent to not only remove it (and thus get it back) but only to have the chance to get some extra card on the table too

Might be a fun trick in a Warp World deck... but you really wouldn't want to run anything that wasn't a perm in case you're able to hit your warp. If it ends up legal in "Modern," I could see it played.
This is great. It's a red tuck spell, and a red enchantment removal spell. I don't know why people think it's bad. There's not even a guarantee they get anything replacing it.

Technically, there are also Misguided Rage, Akki Underminer, Crack the Earth, and Capricious Efreet. None of those are targeted, though, and rely on either random chance or very specific circumstances in order to be able to remove a problem enchantment.
It also can put an opponents general into the library, which seems good to me. And like mentioned before, you can target a blocking creature of yours that is about to bite it and possibly get something out of it.
Strong in Legacy. Gives mono red decks an answer to enchantments (Leyline of Sanctity) at a CMC that is out of range of both Mental Misstep and CounterTop.
I only wish it can one day be std legal. Its no fair that 2 colors get to be able to deal with anything on the field while the rest get stuck with gimmicks like life gain, pinggers and conditional discard.
I think that this could be playable in Legacy in a Show and Tell deck. It can help win Jace Wars, and in combination with Jace and Brainstom, you can put your Emrakul on top of your Library to Warp it into play.

While the card is neat, my inner spike loathes the color red. As someone said, the drawback is very red = inconsistent.
It doesn't even send a red hoser enchantment to the GY =(, which could be a good thing depending on the deck type? I dunno. Man. Red just isn't on the level other colors are. Yuck.

Hadn't thought about it before, but this is great when you or an opponent have something like Future Sight or Oracle of Mul Daya out. Put out your own big dude on the cheap, or take out their best permanent when you know the coast is clear.
Yeah, black could especially use some artifact/enchantment removal considering it will now be the only color without that ability.
Spine of Ish Sah (and Phyrexia's Core) is in my mono-black Geth deck. Sure, not the cheapest removal, but at least it deals with anything and can be reused if you have Phyrexia's Core or another sacrifice outlet.
Especially considering the format it was designed for it's basically just a red oblation like many others have said. Good against another player sometimes worth using on yourself.
I'd go far as to say it's much better than oblation because while there is the obvious chance you give them a monster of a threat there is probably a better chance of you giving them something that isn't consequential or nothing at all instead of them for sure getting two cards.
Edit: Didn't even realize it could hit troublesome lands like Coffers. Makes it even better.

To be fair... Desert Twister is WAAAAAY older than Vindicate.
