I haven't seen anyone speaking on this card and I just thought that why not a deck in a card it can do nasty things in multiple decks. I only worry about T2 but I think it couold be an awesome card.
In draft it might not be a turn 1 pick but it can be sold turn 2-3 if nothing great is in the pack. I can see it being a turn 1 pick on a second or third pack if you miss your color or no great cards present themselves.

i guess i just don't really get whats good about it, your oponent will die to the damage first i mean if you have no trouble dealing damage to your oponent your deck is already doing well, and this spot could easily be used for something that does more damage

limited players usually try a 40 card deck, 19 cards milled plus how ever many turns it takes for the game to play means they miss out on alot of what their deck needs to win
I'm gonna be weird here, but I kind of with it was an effect that I could target at myself. I played Myr Welder Combo in MBS standard and it was great fun, and one of its key tricks was milling everything into the bin, then reanimating the welder and welding the combo together. A 2 drop artifact that turns all my fetches into "fetch, mill yourself 1" and my gitaxian probes into "Draw 1, look at their hand, mill myself for 2" would have been amazing.
It's not weird at all... Dredge decks basically do just this... The only issue with standard is that the reanimation spells out there for the format aren't very solid, and there are few great reanimation targets. Most people would rather ramp to what they need and drop a titan... Maybe the praetors will change that though.
Not for the all elusive mill concept ( though I love Mill )
I think though that there are several deck strategies that this could work well in.

Counter Burn as a way to cyle your opponents deck mor saving counterspells.
Haunting Echoes which is mill but wow it could be nasty.
