Not terrible. I'd drop the Teardrop Kami, they're really not that good (wooo twiddle on legs...). In their place I'd add in another Spiketail hatchling, another Ninja of the Deep Hours, and two hinder. I'd then drop the Disrupting shoal for the other two hinder. SB I'd lose the quash (only good against TnN, and they'd just board in Boseiju anyways) to put in relic barriers, as affinity will walk all over this deck. Also drop one of the Temporal Adepts for a Ninja of the deep hours (since multiple temporal adepts are pricey and uneccessary while multiple NotDH is repeated card advantage). Maybe try to fit shuriken in there somewhere, with 8 ninjas shuriken would be a good source of reuseable spot removal, one of blue's traditional weaknesses.

Real reply: honestly, I see very little aggro and way too many overcosted small creatures. Temporal Adept does NOT belong in anything resembling an aggressive deck. Hell, Temporal Adept does NOT belong in decks, period.
This looks disturbingly like a deck I had plans on building...except mine runs 4 Dream's Drips and Crystal Shards. (Shards are more to protect my creatures, or punish mistakes)
I'd move the Shoals to the sideboard and bring in the Shackles. Other than that, I'd follow pretty much what Wildfire said.
Ok gotcha on moving in shackles, although im thinking I might drop Jushi and Azami to movie in other cards, like maybe some mainboard affinity-hate. (especially Azami) However, on Temporal Adept I've personally found that T&N has lots of problems if you drop it on turn 3, but maybe I could go to 2 or 3 and then have some in the sideboard? Thanks for feedback though.
I have been hoping this deck would be possible, but if it is, your build is far too slow. I see the deck being a deck that drops 2 or 3 quick flying creatures, and ten backs them up wiht counter magic and bounce, whether or not the arcane aspect of teh deck, which would allow callow jushi to be played, or whether it will just be a bunch of counters and fliers, with some unsummons and echoing truths will take time to figure out. This is far too slow a deck though.
I do however like the temporal adepts, they own tooth and nail, and they let you get ground creatures through if you have them, and keep you up on tempo.

Kiga (sp sux) is a 5/5 flyer for 5U that is a legendary Dragon, when it pops... you take control of target players creature... great agenst T&N and any other bomb critters... I like her...

I'd cut chisei because apart from aether vial which you have only 3 of you have nothing else which supports it.
i'd also up the hinder count to at least 3.
genju of the falls seems a bit to slow and man intensive for this deck i'd consider cutting it and maybe running a few blinkmoth nexus's instead.
I think that you might want to also consider running a bit more card draw, you've only got 3 ninja of the deep hours for that, up that to 4 and maybe put a couple of jushi apprentices back in.
Another card you might want to consider is floodbringer, its a 1/2 flyer for 1U which fits your deck curve, enables ninjitsu and its ability might sometimes be useful.
I agree that Meloku would probably be the way to go as a finisher over keiga.
Savants are costly, and when they hit the table, they take quite abit of mana and tempo out of your game. You'll also need other spells to filter through your deck, and I guess serum visions could hold that spot rather well, and you need fat. Keiga's your answer.

I would keep the Genju of the Falls in over the Nexus. To attack with a Nexus you use up 2 lands a turn to deal 1 damage.
To attack with the Genju you use up 3 lands, and you are dealing 3 damage a turn. It is dealing 2 more then the Nexus a turn and it only uses up 1 more mana a turn.
If you have a Veil in play, and you have a few countres on it you can just put your creatures into play through the Veil, and swing with the Genju. This deck is supposed to be more aggresive and less control so you would want to attack early and often, and the Genju would help you do that.
