The "traditional" Angel would be gender less, but look female, as a lot of them in the early days are from Serra (Serra the Benevolent) or inspired by her in the times of Urza story line based in Dominaria.
Angels traditionally take the form of the god they are from in appearance.
In some of the latest sets in last bunch of years they just threw the entire traditional Angel out of the window, made them "common", but regardless they still have a feminine look, even when they are male, they are rarely looking strongly masculine.
Radiant Solar might be one of the very few male angels that really look male and not just androgynous (being D&D inspired with the "solar" thing, which is a more specific kind of Angel, as the most powerful of them).
Most Angels in Dominaria were created by Serra. I am not sure if there is a clear statement but let's assume that they are created in a female image because the deity/creator was female. Copper-Lead Angels were created by Latulla. But how does this work with newly created Angels or natural Angels like Tiana? She was created as answer to the prayers of mortals and not directly by Serra.
In Ravnica all Angels (even the Gateless and Orzhovs one) are created by the Boros Legion. All Angels created by the Legion are clones from the Boros leader in charge. Feather is the only first-Generation Angel (Clone from Razia). Aurelia is most likely a clone of Feather.
In Zendikar the Angels could be images of the deity Emeria (uh-oh) later Emrakul the Eldrazi Titan with a female persona. Why and how I don't know.
Innistrad Angels are all created from the same essence called "dawn times". So maybe the reason why they have the same gender. Avacyn was created by Sorin but in image of the other Angels in the Plane (specially the 4 Sisters or Sigarda).
Kaldheim Angels are Valkyries and therefore female.
Kaladesh Angels are artificial and not natural. So basically the plane could have male Angels.
Arcavios Angels are seemingly artificial... So the same applies to them.
Mirrodin Angels (at least the Platium Angels) are artificial...

Other way around, the angels of Zendikar predate Emeria. Not sure I understand what that "Goaded" symbol is even supposed to represent. I would've chosen a stylized angry-looking face or two arrows pointing at eachother, joined in a collision. Like...something that references loss of control or just anger.

Malach of the Dawn, Gabriel Angelfire, Melesse Spirit, Radiant Solar and Amonkhet Angels are all males.
I think it was kind of a rule of WotC to only make mainly female Angels. Because some of the planes could perfectly have male Angels.
