Public Enemy 2U
Enchantment - Aura (Uncommon)
Enchant creature
All creatures attack enchanted creature's controller if able.
When enchanted creature dies, draw a card. Halo smugglers walk the line between untold treasures and sudden disaster.
Shattered Seraph 4WUB
Creature - Angel Rogue (Common)
Flying
When Shattered Seraph enters the battlefield, you gain 3 life. 2: Exile Shattered Seraph from your hand. Target land gains T: Add W, U or B" until Shattered Seraph is cast from exile. You may cast it from exile.

Blue gets its rare forced-attackers effect on an Aura with some upside, and we have this weird large Angel statue thing that can be early color fixing if needed.
I will never cast that angel but I will gladly turn a land into Arcane Sanctum. Being in exile makes the card untouchable by your opponent because no one plays Eldrazi processors.
The angel is weird and it is a rogue. I love it! Mana cost is huge, tho. There is no token involved for the cast from exile thing... Are we able to cast this from exile if it was exiled with another card, don't think so... seems to be part of the exile effect from the card?
If it had added the coloured mana in addition to the existing mana from the land it would be playable. Sadly, this is not worth it.
You mean that they aren’t giving every shard an instant speed and nigh-Uncounterable Utopia Sprawl for 2 that can be played as a creature in the late game at common rarity? I for one am shocked and appalled!
Seriously, though, “this card would be usable if it was much better” comments always crack me up. I mean, yeah, that’s is always going to be the case.
Wait, I thought the only nonartifact angel we'd get this set was Giada.
"Shattered Seraph" provides hilarious anti-Blood Moon colour fixing...as long as they don't boot the land in response. I don't think you can even cast the Seraph from exile if the land is booted in response, as the exiling is part of the cost, not the resolution.

sorry you made a mistake you forgot about strip mine cards
The angel is part of cycle that meant to help mana fixing. Def couple for a common but likely made common to help it up show as much as they need.

DidI? But seriously, in the formats where Strip Mine is legal I wouldn't be using this angel in the first place.
I meant the angel is exile is untouchable--as far as I recall only Eldrazi processors allow you to interact with someone else's cards in exile. As you note, short of destroying the land this is essentially a 2-mana uncounterable "enchant target land; enchanted land has 't: add b, u, or w'". That's good value.

Actually, based on the wording above, even strip mining the land wouldn't prevent you from playing the angel from exile.

The land being in play isn't a requisite for being able to cast the spell. The only way they could do that is destroying the land at instant speed in response to you targeting it with the ability the first time.

If your opponent is playing an Eldrazi processor in Capenna limited, they're cheating. And I think you can do a lot better than this for fixing outside of limited.

I was only talking about Limited. My comments about processers were noting only the almost nonexistent ways your opponents have of dealing with your cards in exile.
Paying 2 for tri-color fixing in Limited is exceptional value.

Based on the textbox of Rakish Revelers, the first one of the cycle we immediately got in English, the correct translation (assuming the name there is correct) should be:
Shattered Seraph 4WUB
Creature - Angel Rogue (Common)
Flying
When Shattered Seraph enters the battlefield, you gain 3 life. 2, Exile Shattered Seraph from your hand: Target land gains "T: Add W, U, or B." until Shattered Seraph is cast from exile. You may cast Shattered Seraph for as long as it remains exiled.
4/4
That means casting the Seraph from exile is contingent on being exiled by its own ability. Otherwise, you can't cast it from exile.
