here's the scenario, 1 of my opponents has Tergrid's lantern on the battlefield, i have double vision on my battlefield, my opponent activates the 2nd ability of tegris lantern that makes me sac or lose life as an response while that ability is on the stack I cast Bolt bend, and choose to change his target to him and another opponent, am I able to change the target player and choose another target player because of my double vision? He's saying that I can only change it 1 time because as I choose to cast bolt bend twice, the the 2nd target player being on top of the stack when that copy of bolt bend resolves, it will remove the ability of tergrids lantern from the stack, therefore when the 1st bolt bend tries to resolve there won't be the initial ability of tergrids in the stack anymore? I was under the impression that the ability will stand alone on the stack regardless. But he's saying that because it copied the lantern ability and the copy resolves, the initial trigger is no longer there
Bolt Bend doesn't copy the ability, it just changes the target. You can change the target to another player (including the controller of the lantern) but then you have a second bolt bend on the stack, so all you can do with that bolt bend is change the target of the ability to something else. In fact, without anything else to target, I'm not sure you can even say "no thanks, I'll decline" - you HAVE to pick a new target. Hopefully you have another player other than yourself to target. I suppose you could bolt bend your own bolt bend, but then to what end?
Yes it was in a 4 player game, my question is, are you able to pick TWO new targets, because of my double vision enchantment or does the initial ability of tergrids latern disappear after the 1st bolt bend resolves?
You can in fact only target one player. The way the stack works is pretty much as your opponent described, but picture it like this: There's a lightning bolt coming at you, and you have a spell to change its course. If you copy your spell, you can change its direction, and then with the copy, you can change it again. You change it twice, sure, but there is still only one lightning bolt, and it only aims at one target.

the first part is right that the double Bolt Bends won't do much without a second spell or ability to target, but that's not quite how the stack works.
The stack will progress like this:
Tergrid's Lantern is activated, it's ability goes on the stack.
You cast Bolt Bend targeting it and triggering Double Vision. The stack now looks like:
The stack follows a last in, first out rule and starts resolving from the last thing that went on, in this case the Double Vision trigger. That trigger resolves and copies Bolt Bend. you target the Lantern's ability again. Now the stack looks like this:
Bolt Bend copy (targeting Lantern ability)
Bolt Bend (targeting Lantern ability)
Lantern Ability (targeting you)
The Bolt Bend copy resolves. You have to change the lantern's target to a player other than you. You choose Player A. Now the stack looks like this:
Bolt Bend (targeting Lantern ability)
Lantern Ability (targeting player A)
The original Bolt Bend resolves. You now have to choose a player other than player A to change the target to, you choose player B. Now the stack is just:
Lantern Trigger (targeting player B).
Then the lantern trigger resolves and player B makes their choice, then the stack is empty.
You get to change the target of the ability twice, it doesn't make a second copy of the ability to target.
If there were two spells/abilities on the stack and then you cast bolt bend and it got copied, you could change the targets of each of those once, or one of those twice.
