Could be used to empty your opponent's board for an alpha strike, to empty your board as protection, or a little bit of bit. Lots of flexibility even without the cost reduction.
This is probably at its most useful as a mass creature "bounce" spell for only 1 mana (and at least one blue card). The kind of (probably Legacy) combo deck that is currently trying Dress Down as sideboard anti-hate might want this instead.

I don't want to derail this thread too much, but as a biologist I can tell you that the anti-vax movement is NOT simply a matter of different opinion, and is actually quite dangerous. Their growing influence has caused stuff like measles, diphteria and other diseases which are easily preventable via vaccines to return with a vengeance. They are also some of the biggest spreaders of medical misinformation I have ever seen. So while I agree that people get way too much into "us vs them" mentalities, movements like this make some form of protest absolutely necessary. And if Wizards chooses to disassociate from Seb because of that or someone doesn't want to anticipate art by them because of anti-vax association, then that is perfectly legitimate.
Love the Marches cycle by the way, pretty much only the green one seems lackluster to me, and the artwork on all of them is really nice. This blue one has very nice versatility too (and I also like that they cut down on blinking effects in favor of phasing).

I mean like I said, I've had three shots, but that was my own choice. I'm not going to force other people to do anything they don't want. Everybody just lives with the consequences of their own actions and then respect other people's choices. I still think he makes incredible art either way.
I just want to be blissfully ignorant really. Give me the blue pill and a big steak like Cypher. I don't want to live in this world anymore. Can't everybody just chill and be friends again
BTW, total aside, but I backed that children's book and just got it, and it is WONDERFUL. I don't agree with Seb here, but still find his art inspiring and will continue to support him.
In any event, I think some of the new artists have been absolutely impressive. The art in this set has been overall pretty stellar.

I think the problem is that the general first impression on March of Burgeoning Life was that it was one of green's many unrestricted creature tutors instead of just a Clone variant of those tutors.
So what happens if I cast this card without paying its mana cost (for example if I cast it through Discover the Impossible).
Can I still pay the additional cost to scale the effect?
So I cast this without paying its mana cost, can I then exile a blue card to choose 2 target creatures?
