Kyodai should have been 6 mana, ETB add a divinity counter to all Legendary Spirits, any permanent with one has indestructible, and then the 5c activation. That way she would play into the Spirit tribal theme, be powerful but not overtly so, have synergy with the former Myojin cards (and potentially new ones) and work really well with flicker effects. Legendary Spirits that she'd synergize with best aren't the easiest to cast, so she wouldn't be broken by any means, but would allow for repeat Myojin activations for example, which are well earned for those CMCs.
Her art should have been that of a serpentine twin of Michiko as well.

I do agree they screwed up on kyodai not involving spirit tribal but printing like that dubious that will happen
1. You just claimed she would get a Avacyn, Angel of Hope effect for legendary spirits for only 6 cmc plus your wording included kyodai herself to that effect and “C” she’s missing “as long as kyodai is in play”.
2. Keyword counters probably just brings divinity counter's to extinction because of the indestructible counters which is probably what they were for in the first place
besides cost reduction for spirits is what we really need

Konda, Lord of Eiganjo was indestructible because of this creature, no? I think this is a flexible ability.
This card seems pretty good to me. Feels like the five-color activation was kind of forced onto the card for Commander purposes. +5/+5 might seem kinda dull compared to a Najeela, the Blade Blossom activation, but something you can potentially endstep on turn 4, to attack for 8 with on turn 5, sounds pretty brutal in 20 life formats, like some kind of evasive, flash Nantuko Shade (Don't laugh, kids, that thing used to kill people dead!) and the floor of protecting your onboard threats is already pretty good.
So, as of the stories released today, it was stated that one of the masks on her head is a representation of Michiko, and the way the Emperor works is that they are the physical form Kyodai channels through. I think the implication is that the centuries passing and connection to other emperors slowly changed her form. (Perhaps the thousands of arms are literally parts of the previous emperors, taken in by Kyodai over the years, with the masks representing particularly important people in her life.)
But also, like, from a general perspective, they probably have art rules about having the Kami be explicitly not humanoid and more animalistic in order to avoid some of the confusion as to what, of the various creature types of Kamigawa, are Kami and which aren't.
Personally, I'd be more weirded out if after fifteen hundred years, she was still a match for the original description.
