One in every 3 draft booster will contain one of these Ukiyo-e-style basic lands. Each basic land type gets two, to show the past and the present in Kamigawa. Each collector booster will contain one of these in foil.
So these are called neon ink foils, and only Hidetsugu gets this treatment. The yellow version will be a WPN Premium exclusive promo, while the other three will be in around 1% of all Collector Boosters, each color being having the number of the previous version. Sorry about that, fans of the red/pink neon ink art.
Finally, we have this full-art frame treatment for our new ninja Planeswalker, illustrated by the legendary Hara Tetsuo.
Honestly I'm shivering with glee. This set is already just perfect, and I am not only a major, rabid OG Kamigawa fan, but also notoriously difficult to please. And yet I ADORE WHAT I AM SEEING
I love the composition of Atsushi with the bits of city and the mountains behind it. It's pretty.

Embrace the dark you call a home,
Gaze upon an empty, white throne
A legacy of lies,
A familiar disguise
Sing with me a song of conquest and fate
The black pillar cracks beneath its weight
Night breaks through the day, hard as a stone
Lost in thoughts all alone
What is interesting is that Kamigawa was and still is an 8 on the Rabiah scale. This just shows that whomever created the scale (was it Rosewater?), does not have final say of what plane is visited. Very hopefully (and probably right) that it takes the whole team to determine what planes to revisit.
Attached are screenshots of the scale, itself, and where Kamigawa stands on it.

Rosewater is the one who made that scale, but Mark also talks in the stream about helping push the idea to return to Kamigawa. The Rabiah scale and the Storm scale for mechanics are both made by MaRo, and MaRo does not have the final say on planes, but the scale doesn't represent what he would like to do but how likely he thinks things WotC are going to make something. Either way, a low score is not contradictory with something actually happening. The fact that Kamigawa was an 8 and not a 10 is representative of the fact that there was always a chance something like this could happen.
EDIT: This is not the first time something with a high rating from Mark has been brought back, see Madness in SOI.

thats old kamigawa did you check if he updated it?
Modern cyberpunk kamigawa is unknown for the momment.

As with a lot of Mark's scale, it's A) based off what Mark *thinks* is the likelihood, not personal preferences, and B) only 10 really represents "never going to happen". As the scale notes, an 8 is "unlikely to return, but possible if the stars align". While I'm sure we'll find out more as previews go on, this strikes me as similar to Madness' comeback from also being an 8, where things lined up just right to make this an appealing call.

Mark did talk in the stream about how this set started not as Kamigawa but a Japanese set that might or might not end up being Kamigawa, and they started coming up with ideas for a set from scratch to see where it would take them, so it seems there was a very real possibility this set could have ended up not being Kamigawa, and that it only is because everything worked out right.
Ok, what blackmail does Hidetsugu have on someone at WotC to be the only card in the set to get that neon ink treatment and in so many different colors? Is he the big bad of the set? The treatment looks cool, it's kind of a shame if they only use it on him.
Re: Rabiah scale - by its own definitions, an 8 does not mean that WotC would not return to the set. 8 is "unlikely but possible if the stars align" - so definitely not impossible. The stars aligned!
Atsushi looks strong, will we get another cycle of legendary dragon spirits with a death trigger that lets you choose this time? I do like treasure, and both arts - especially the alt arts.
**but also - another pushed mythic dragon for red? I've lost count at this point. You could practically make a singleton standard deck with just rare/mythic bomb dragons now.

not necessary but I think I know who
First if you read this part of kaito origin
*That isn't the purpose of my research," Tameshi said, firm. "The design isn't about controlling the kami—it's about keeping them safe."
"Safe from what?" Eiko demanded.
Tameshi's jaw hardened. "From whatever is on the other side of the merge gates."
second his spark was cause by someone with a metal arm …I give you one guess of who from the multiverse that is.
Kamigawa is Bering merged with the spirit realm for some reason
And there’s one leak left from another leak that’s yet to be confirmed
I think the bad guy(s) is tezzert and Jin gitaxias
Think about it what was yawgmoth’s/old phyrexians tactic on invading dominaria…that was merging old phyrexia with dominaria
chances are Vorinclex wasn't just after the tree sap from the world tree he was probably studying each minor plane on kaldheim and now they merge/connect and brought back notes. (Remmeber he was smart enough to blackmail tibalt)
jin gitaxias leaked name is claimed “reality hacker” the hack part is probably him practicing the old phyrexians/yawgmoths technique on invasion merging planes and even though the kami and mortals are becoming friends now He's likely gonna try to rile them up again and frame the mortals
**but also - another pushed mythic dragon for red? I've lost count at this point. You could practically make a singleton standard deck with just rare/mythic bomb dragons now.
The people do love dragons. Of all the red creatures to push, you can see why the dragons get it.
The kanji and huge mana symbol on the basics is kind of an eyesore, honestly ... I wish they'd toned it down and just put it at the bottom.
Fused Hidetsugu is cool, I wonder if he'll play a role in the story again. The red dragon being named Atsushi and not Ryusei probably means we're getting a new set of five.

I actually quite like them as is. It blends in quite well for me and I like the mana symbol being nice and large to help remind you what the card actually is. The text being on the left like that is evocative of traditional styles and also just kinda looks unique. To each their own I guess.
Fused Hidetsugu is cool, I wonder if he'll play a role in the story again. The red dragon being named Atsushi and not Ryusei probably means we're getting a new set of five.
Yes apparently the dragons were 'reborn' into new dragons filling the same roles.
Well I'm certainly liking most of the art here, it does put some of my worries to rest. With that said Kaito's special full art from Hara Tetsuo just makes him look like a completely different character and brings terrible Jojo's vibes (terrible series) and yes I know he does Fist of the North Star, but that's where my head went first.
Speaking of art, those Neon showcases of Hidetsugu don't look great. I can already foresee some thinking that it's a different colored card just based on the border and I don't like the neon being pasted over the flames in the art. The microsoft paint neon flames were just a step too far.
With that said the playability of the cards looks pretty good. Kaito seems pretty fair and not overwhelming like past 3 cmc walkers. Atsushi and Hidetsugu look very playable in Standard at least and in the case of the dragon you can even play another copy to get extra draws.
(its already incredible cancerous to play with these cards in a Commander deck, when each card has a different gimmick and a hand of combinations these cards just looks like art-vomit ; even while individual card arts might be cool and fine, its just a complete mess of styles and art that results in absolutely no coherent or connected art-style ; its like having YuGiOh / LegendOf5Rings cards in your Magic deck and thats incredible distracting)
(the art is fine, but all the border shenanigans are the problem)

While some of the scales probably should be updated, he answers and rates things based on the last public knowledge of the company's attitude about doing something. He was an advocate for Kamigawa, but it was a hard sell for a while.
Those old world basic lands look incredible! It's only the forest I don't really like, but the others are some of the coolest lands I've ever seen.
My sentiment exactly. We must share some visual taste. The old world forest is my least favorite its style doesn't quite match those of the other lands/artists. It almost looks like its artwork yanked from Ikoria. I have a feeling these are going to be some of the highest priced full art basics since the Un-Lands.

Its no accident that this set follows immediately after Double Feature (and its black and white devoid of color theme). And to be followed by a "dark" themed set in New Capenna.
The contrast is stark and by design for sure. I am with you it is too much for my taste (and I'm a big fan of brighter cards and colors). Glad this is a one off set for sure.

The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
Wow those Neon Inks are going to be record breaking expensive (especially the Red).
To quote : "These will be a prized find for players and collectors, and three of these colors are found only in Kamigawa: Neon Dynasty Collector Boosters: less than 1% of boosters contain a neon ink card. There are about half as many green ink cards as blue ink cards, and about a quarter that many red ink cards as green ink cards."
So for easy math sake.
There are 1000 blue ink
500 green ink
125 red ink
Whoa mama let the chase begin.
