The cleave cost removes the brackets. So for U so you can counter a spell not from the hand. For 2U you can counter any spell. Which seems fair. Although I hate all counter spells.
Oooooh I see. That's not bad, at least can target Epiphany off Foretell if you run out of negates, thank you for the calrification.
