Here's our first functional reprint of Banishing Light is here, because that minor "an opponent controls" vs "you don't control" difference will not matter that much, if at all.
I love me some Banishing Light type of removal. Thought kinda of a shame it won't phase the permanent to fit the flavor but not a deal breaker.

Might only matter in multiplayer games with "team-up" like treachery/kingdom. Like if an opponent donated something to your teammate that actually hurts them, or for some reason you want to flicker (in the most inefficient way) one of your teammates' stuff. But other than that, yeah, not much of a difference.
