No, it's a spell with no mana value. Different than a 0 mana value spell. (Mishra's Bauble is an example of an artifact with mana value 0. Cards like Sol Talisman and Lotus Bloom can't be found off the saga.)

If they ever print some free spell enabler like 1 mana you may cast target card with mana value 1 or less without paying its mana cost this turn. Though I guess that's just so obviously dangerous, but over the years there have been plenty of cards like this that are total garbage at their release and then in 10 years become good when some insane enabler slips through the cracks.
We got that, it's called As Foretold, and this won't see any play with that because if you can cast something like this for free, Balance, Living End, Eureka and now Warp World are ALL much better choices than Sol Ring.

You're answer is correct that it can not be fetched by Urza's Saga, however your explanation is incorrect. The MANA VALUE for Sol Talisman is 0. You are talking about the MANA COST, which is the one that's "null".
Urza's Saga specifically looks for MANA COST [0] or [1]. And the reason it can't look for Sol Talisman is because it has [] casting cost.
