As someone who's actually tried Vance's Blasting Cannons in Modern Jund, I'm here to tell you that casting 3 spells in a single turn there is shockingly hard.
So we finally get to meet Captain Vance? It's about time. Are there any low-curve red decks that can cast three spells in one turn? (rhetorical question--you need not answer)
I get this is a callback to Spitfire Bastion, but why it is so crappy and not pirate-related? It could have been "each pirate you control deals damage to any target"

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
I feel like this wants to be in a Storm deck. Now I don't know Storm decks too well but I get the feeling they don't want him. So more like Captain Rejection.
The captain of the Spitfire Bastion awaits your third spell, and a chance to blast anything for at least 4 damage... eventually.
