Been a hot minute since we've seen a solid cheap reanimation spell like that. The nonlegendary clause dings it just a little bit, but not so much that it isn't really strong for two mana.
Funny thing about the flavor of this is I'm pretty sure this kills a lot of Kithkin.

Wurm wouldn't work with this card, would it? Or can you stack the trigger so that Persist resolves first?
Nope, since this is a sorcery you have to wait until the stack is empty, thus wurm trigger will happen before you can do this. An above poster commented regarding this via use of Quicken, and as they stated, such a spell has better targets (Emrakul, the Aeons Torn).
Honestly I wonder if something with cycling is best paired with cards like this in modern, like titanoth rex? Though I wonder if a turn 3 10/10 with trample is good enough?

Given the limitations of these spells being non-legendary only I suspect it isn't. There are other removal spells that would do just a good a job, so you would want to bring back something with hexproof because indestructible isn't good enough.

Turn 1: Swamp + Dark Ritual + Divest targeting yourself, discarding Hellkite Overlord + Persist targeting the creature you just discarded = no, that spell will not be put in Modern.
The only thing that would keep that in check would be, what, Force of Negation or maybe some other turn 0 graveyard hate. No, that sounds too much like Legacy.

Modern has a philosophy of being a turn 4 format. On top of that, we finally got Mox Opal and SSG banned, and Rite of Flame is banned as well. Dark Ritual will never enter the format.

Terastodon also looks like a great reanimation target (massive threat on 4 bodies if you're willing to blow up your own lands, solid land destruction and other noncreature destruction if you're not).
The previewed Serra Emissary is looking increasingly decent as budget Iona.
