How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
I understand that the Angel needs to be Blue/white instead of mono white because Foretell a card in your hand is most likely a blue thing but a shame we can't play it in the Orzhov angel tribal. That Sage of the Beyond is reducing a lot more than just foretell. Commander Cost, flashback, Adventure creatures, Aftermath and other thing from graveyard Muldrotha, the Gravetide.

Rhys, the Exiled is a Fluctuator from C20 situation where speculators thought there was no way it would be reprinted, but it was and now the price will crash hard.
tales of ancestors - THOSE FOOLS! This could have been a white card easily because of happily ever after WHITE NEEDS BETTER DRAW! (In other words this is a incredible group hug draw card that should have been white)
Now the elf deck cards
the Pact - ooooh that’s damnable pact in tribal form
Winnower (not eldrazi) - congradulations elf tribal you get your version of Anowon, the Ruin Sage (elves instead of vampires) EDIT: OH SHOOT! It’s faster than Anowon it happens on everybody’s upkeep rather than just yours
Soul-jar - that’s garbage a opponent just has to shoot the dang thing to get rid of their elves in it and you can only cast one card at a time from activation
Bounty - the land can go into play but not the elf (hand) should have been able to bring both to play
crown - OH NO Glistener Elf Exist the crown can turn it to a one hit wonder
venom - ankle Shanker is just a pest when play against so atleast this doesn’t grant first strike but that second part is scary since that’s pretty much Zulaport Cutthroat for elf deaths

If I understand it correctly, Hero of Bretagard counts any counters on her, for example also Ability Counters from Ikoria and onward. So she doesn't have to be 11/11 upon Apotheosis, but could have some extra abilities instead.

Sorry for my possible english mistakes, I'm not a native speaker.
I'm more interested in the Azorius deck, spirits being one of my favorite creature types. Elf tribal has gone through many iterations, but I have to say that I dislike this version of Golgari elves - most of the cards included here feel very clunky and inelegant, when the beauty of Elves is just having a hundred interlocking pieces that all do something for each other.
Only commenting on the WU deck since elves are whatever to me...
Spectral Deluge is nowhetre close the level of Cyclonic Rift (and that is a good thing), but still seems pretty powerful in mono-blue or two-colored decks with blue and a reasonable amount of basics. In most cases, you'll be able to bounce most of your opponent's board for just three mana.
Cosmic Intervention is nice. There's so much mass removal that exiles nowadays that you can't count on it being a blowout against your opponent's boardwipes 100% of the time, but the cheap foretell cost makes it pretty neat in combination with your own wraths, making them one-sided. Just like all foretell cards, I like that you can have it just safely sit in exile until an opportune moment arises.
The angel is probably my favorite from these though, I'm glad it has a Sun Titan-style trigger.
The Arcane Signet reprint is also nice, I just wish they'd give it new art already ... the one we have right now looks so unelegant and clunky. With it being a staple and all, they should ask one of the "hand people" like Sidharth Chaturvedi or Volkan Baga to do a new version.

Maro's already on record saying that white wont be getting these types of cards, even if they might thematically fit the color, because white still won't get mass card draw. While they're still debating the exact limitations for white card draw - is drawing 2 even ok? - even the potential for a whole new hand full of cards is too much.

Even if you don't have a turn 2 and you can foretell the card, do you also not have a turn 3? If you do, Cartographer's Hawk is still better. The card is not bad per se but it's far from what white needs, I could understand if this was a Standard-legal card, but it's only legal in Legacy and Vintage outside of EDH, so why couldn't it cost 3? Or at least make you ramp every time? Or allowing you to fetch Mistveil Plains?

Yes, in the times that you get stuck on lands and can't cast Solemn and other 4 mana ramp/search this is good, but then you still have other 2 mana options that do the same, if not better. Maybe if it could look for any Plains rather than just basic it would be fine, but that basic really holds it back.
Bounty of Skemfar is not as strong as Collected Company (even because it isn't an instant) but the CMC redeems this.
It helps to play additional lands directly from your deck and an Elf card in your hand regardless of the CMC.
In my humble opinion this card is still quite strong card and board advantage. Unluckily it is a sorcery.

The issue with the card is that there are already options like that and they are better. Solemn Simulacrum, Knight of the White Orchid, Sword of the Animist, Weathered Wayfarer, and just a ton of mana rocks and other recent white land ramp/search.
