Ack. Why doesn't this work on permanents your opponent controls? That would have been so cool. I don't really run very many spells that target my own creatures, really, so this is a dead mythic to me, unless I build a new deck for him. Which, I guess, but there are a lot easier to use shapeshifters out there.
Largely because the card advantage swing on "murder your dude, make a copy of him" would be ridiculously strong. This way you're at least typically investing cards into getting your copies, not just getting them for free for playing your kill spells as kill spells.
murder doesn't work.... but Ram Through and similar spells certainly do.
If you use Orvar with Whim of Volrath and a Memory Crystal on an Island, you get an untapped Island token which can then be tapped to cast another Whim of Volrath on it. As each time you target a island, you make a token of the island. Essentially blue can ramp with Orvar.
I really wish this had another color, but well. Very interesting and potentially powerful nonetheless! In EDH, I guess he's best in a deck with Sakashima of a Thousand Faces like Mystic_X already mentioned.
I like both arts, but between the tentacles, the pale bone-grey coloring, and even the shape of the mask, the regular one looks decidedly Edlrazi-ish. I think it's not on purpose, but some plane-bound beings being influenced by "the eldritch truth" without even being aware of it is a cool headcanon I guess.

I so so wish this was a jeskai commander (or R/U or U/W) as it'd make the perfect "Heroic" style commander.
Either way, interesting card idea.
I used to be a demigod, but now I'm an omnimage
