well, it's playable on turn 3 if you waste your turn 2 foretelling it.
I think the verb you were grasping for was "invest". Playing a slow deck you might not have a better turn 2 play anyway - or at least none that wouldn't be unwise to drop right before a board wipe. That's what makes this so good; foretelling is just spending one more turn not committing a card to a doomed battlefield.

Given the Story Spotlights we have, I think it's fair to say what makes this one worse is that more realms collide than usual. But I don't think it's all of them. Invasion of the Giants, Rise of the Dread Marn, Battle for Bretagard, and Starnheim Unleashed seem to indicate Immursturm, Starnheim, Karfell, and Surtland collide with Bretagard. Haven't seen much evidence for the others.
As someone who was excited by what Kaldheim had to offer B/R aggro, I just about screamed.
But it's probably not as bad as I first thought.
If I'm on the play and my opponent T2 foretells this (or anything, really), that's most likely three turns for me to smack their face with impunity while they do nothing but set up their response. And if they tap out to board wipe on their T3, there's a good chance I still have a handful of juice leftover. It could be worse for me.
The point is, this isn't just a 1WW Wrath. It's a 1WW Wrath that your opponent has to go defenseless for a turn to set up. A good fast aggro player should be able to exploit that.

"Be able to exploit" how? If they're on the play, they take out your turn 1 and 2 play while only taking one hit from your one-drop.
It's not three Mana, it's five over two turns. Pretty mediocre.

This card is fantastic. Plenty of times when control will be happy to just play the 5-mana wrath when it needs it. But this can be a turn 3 wrath, or a turn whenever wrath that leaves you with more mana up afterward.
The main thing about foretell cards unlike suspend is that you can deposit your cards into exile for later use. Suspend is you do something similar but it eventually gets spat back out into play anyway.
The other aspect of utilizing foretell cards is that you are creating a rattlesnake situation your opponent can clearly see what your gonna do but they don't know when and have to play around it.
I really like that part of the power of this card and foretell is the bluffing nature of it. When an agro deck is against a UWx control deck that uses turn 2 to foretell they have to respect that their board could be wiped next turn, but if they take a turn off they are playing into the counter, Raven Form, (the murder if in black) or the scry 2 and draw.
