I mean, yeah, it's Memorial to Genius, but +2 life. Memorial to Genius was a fine card but was completely useless in matchups where 2 life would be relevant, so honestly, I'm not feeling this one. It's decent, it's playable, it's just not exciting.
In a long control mirror, uncounterable card draw could be useful.
Card draw on a land slot in a deck that wants 26+ lands is very nice. Most of the time people aren't countering your draw two though unless they are way way way ahead already.
Guess they can't all be winners.

just throw it and keep it there generating mana here and there. then sometime down the line it will Sphinx's Revelation for 2, and for the same cost
for a very recent parallel, it's kinda like Sea Gate Restoration
I can see this being played as 1of in every UW control standard deck that ends up in the meta.
