basically we got another one of those cards that's essential landfall but due to not being in the set not keyworded basicly a way to make the god grow and draw lots of cards it will be interesting to know if it will work with proliferate or not?

hrm....being in exile when it gets voyage counters, the Winding Constrictor cannot put extra voyage counters on it, only the +1/+1 counters when it comes back. Returning from exile with >= 3 counters seems about right.
So, the big question for Tiro... Does this God’s direct and tangible connection to seaborn exploration, coupled with being the first truly playable water-bound vehicle (which Thrasios can crew, incidentally), make this card exciting?
If I exile Cosima in my upkeep she permanently gains that ability right?
So if I bring her back to battlefield and my opponent uses Path to Exile on her... She still has the ability to return to battefield with a land drop, right???

Yes? The "she gains" wording makes it seem like the ability sticks around. But there might be a rules interaction where she enters the battlefield as a new creature and loses the ability. Definitely worth knowing.

No to all of this. She gains the ability in exile, but changing zones, as it always does, makes it a new object with no relation, or memory, of its previous existence.
Moving to the battlefield is enough for it to lose the ability she gained.
Seems fine in any format that isn't singleton. In singleton formats like EDH, she feels like she is gonna be a deckbuilding nightmare. As ideally you want the boat swimming around, exiling 3 per hit, then playing a land that came from your opponents decks.
But if you prioritize the vehicles first, you have to hold back on playing any lands you exiled with them. Then you need to bounce her boat, recast her, wait till your next upkeep, then exile her so you finally start doing the voyage stuff.
You can hypothetically do this by casting her, cloning her, keeping the fake, returning her to your command zone, then next turn casting the boat.
This is the one god where I wish their backside was a separate card and both had partner.

People are psyched about the vehicle side, but I think a creature that you can safely tuck into exile and just build up value as the game progresses is nuts.

Exactly. Exile her once and accrue two or three counters on her, then in the late game when you topdeck that dreaded land, you suddenly can bring her in to fill your hand again, and you have a late game beater. Very nice. Hearkens back to the old Blue Win-Con days when you just have that one blue fatty to close the game.
Honestly, I really love this design in a control deck. Drop her on turn three as a blocker for any early weenies, and if she's not immediately needed to keep the board stabilized, exile her and let her sit back for a few turns. Once control is established and you get more into the late game, she comes back in FOR FREE as a beefier finisher that restocks your hand. The lack of evasion does hurt a little, but this is a very solid, very cool design.

This is very much on theme with my deck concept. Whether or not I play it I am not sure, only because I am strict about keeping Thassa as the only god. I am happy they renamed this one, so it's not another god of the sea. The overlap would be harrowing.
