Most of the etb tapped synergies are stuff like Stasis or Winter Orb and the like. Making it so they don't untap on top of entering tapped makes it extra punishing.
I guess it joins Leovold as Sultai cards with abilities I firmly believe should be primary in white.
I could see an argument for Bant, seeing as white does the tapdown, blue is king of untap, and he's a wise old tortoise (green?). Leovold is Sultai because card draw; only recently could he be mono-white (that doesn't mean they should make mono-white Leovold, as that's as bad, if not worse)

gotta look out for force of vigor and make sure that all of their stuff was pretty much tapped down to begin with, but if its a proper stax style build its not really much of an issue
Seems fun, so long as you have a way to tap the turtle without attacking. I bet a deck with him in the command zone would share a lot of pieces with my Kalamax deck. Using cryptolith rite, paradise mantle, springleaf drum, and lands like Holdout settlement as free ways of tapping him if attacking doesn’t seem like a good idea.
This feels really strong. You're in the perfect colors to protect him and there are number of cards in those colors that can get him to tap for free. Not only that but 4 is kinda the sweet spot for him too, if he was any less he'd be way too good and any more and I don't think he'd be playable. This is going to be a pretty strong stacks general for sure.
In what universe? If you build a deck like that, and ever draw that hand, I will personally come to wherever you live, perform complicated acts of awestruck ********, then disembowel myself to escape the world that allowed something like this to occur and validate you.
Kind of confused as to why this isn't a Bant legend. Blue and white are the tapdown/freeze colors after all, while Black gets almost no tap-related stuff.

I'm always happy to see new cards like this and Archon of Emeria get printed and I'll be getting at least one foil for sure.
The game has become so fast-paced that it needs occasional self-correcting mechanisms to keep certain opposing decks and ramp strategies in check. This turtle is less oppressive than Grand Arbiter, won't draw as much removal, and will likely be more fun to pilot.
Today... Master Oogway... reminds us... of the need... to slow down.
