When I see Healing Salve, I'm often like "Oh girl, I wish I could turn every card into this." Thanks they removed the gain life part, otherwise this would have been broken.

In this set's environment where blue cares about kicker? Yeah, it's usable in certain styles of decks. It'll probably be pretty important to the GU archetype in Limited, despite being quite overcosted for a standard effect. Note that I'm not saying it's good, just usable in specific Limited archetypes in the set.
ETA: it also plays into UR's Wizard/instants/sorceries schtick, though I don't know if it's as useful there.

On-curve body for Blue, Wizard for Parties, Kicker for relevant UG synergies, good counter for the BG +1/+1 theme, lategame mana sink that complements a heavy land matters theme. It's not a great pick in any situation, but seems like a safe pick no matter what Limited strategy you're trying to go for.
How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
Are there ANY kicker cards worth using besides Phyrexian Scuta? They tend to overprice kicker costs for some reason. I'd like to see that mechanic pushed a little more.

Depends on the context. In Limited? Kicker has always been reliable utility/flexibility.
Your point is fair, though remember that kicker has to be valued slightly higher because of its flexibility so conservative costs are the easiest way to keep them in check. They've explored alternative kicker costs, though, and I think they should have again here.
When travelling in the dungeons, always bring your team pet and extra supplies.

Spare Supplies is pretty decent. As mentioned above the comparison with Courier's Capsule is clear, but not requiring U is a huge deal for Commander. Being able to play it in non-U Artifact decks like Daretti, Scrap Savant or Teshar, Ancestor's Apostle gives it some degree of usefulness.

In Constructed? Blink of an Eye/Into the Roil, Jilt, Kavu Titan, Orim's Chant, Rite of Replication, and Urza's Rage all see (or saw) constructed play in various formats at various points in time, at least. And those are just the ones that had arguable competitive success at their height of play.
