I doubt its new cards. I have a feeling they will include some Invocations. That makes the * make a lot of sense. The cards aren't from Hour but they came in hour packs so they felt it was fine with a little addendum.
As an aside: Anyone noticing Secret Lairs have stopped? Not too long ago, there were rumors of 30 - 35 additional drops until the end of the year... And now there has been nothing for two entire months.
My Godzilla lands seem to be near shipping... Which is stupid since I'm leaving the country in a few days time.
I don't understand why they bring back only a subset of cards. The Amonkhet cards were in the beta. The code is still there. (I mean, even if it isn't or the code architecture has changed since. As soon as you program in the block mechanics, which they do, then the rest is a nobrainer...)

I imagine they're just going to leave out draft chaff. I mean we don't really need anything with brickcounters. There are a number of cards that I would be disappointed not to see though including the monument's, Vizier of Many Faces, God-Pharaoh's Gift, Hapatra, Vizier of Poisons, Champion of Wits, Adorned Pouncer, Earthshaker Khenra, Glorybringer, Abrade, and Never // Return. All of these cards defined the environment for me, and I would be greatly, greatly disappointed if they were excluded. New Perspectives would be the greatest travesty to me, if it weren't included, because it was my favorite deck at the time. Now, I famously got roasted in the official MTGA closed beta forums for "wasting" all my wild cards on the deck to prove a point. (I like to think of it as donating them to science.) I knew that the MTGA client was not going to handle the combo deck very well, but I spent all my wild cards on the deck including New Perspectives itself, the bicyclelands, and Shadow of the Grave. I recorded a number of videos of me playing the deck and pointing out that no matter how fast you tried to act, your turn would time out, as activating abilities wasn't counting as an action to keep your timer at bay. You would always lose the game, even though you were a few actions away from winning. I lost a couple of games with Approach of the Second Sun on the stack. I loved the deck in paper. You really had to know how long you could survive against aggro without going in, or you'd risk whiffing, and it was good fun. I took it to a number of events. I really love the deck, and we recently had Ikoria that had more cycling cards, so I think even more could be done with it. At least, for the love of god put Approach of the Second Sun in. It was such a fun card to grab, and it gave me a solid win condition with Lich's Mastery.

This is so overwhelmingly not true its disgusting how little people who aren't directly involved in coding understand about coding.
As another individual that isn't involved in coding let me say that even a small look into the intricacies makes it obvious how different it is from how the uninformed assume it is. For anyone else who assumes anything is "easy" to add. Remember that even the easiest thing still requires time to add and that nothing is as easy as you think it is.
1- New in theme cards to help out decks (they have mtga only cards already right?)
2- Cards reprinted from other sets with Amonkhet flavor to help out decks (maybe cycling helpers and other -1/-1 counter matter cards or even the war of the spark gods)
2.5- Amonkhet Masterpeices will be included

It sounds like they are collapsing it into a single set, to align with the more recent sets they've produced that can be drafted in 3 packs without any issues. This seems like a great idea and hopefully Shadows over Innistrad Remastered is on the way for October. That was the most balanced draft environment ever imo.

Arena is wildly popular. It will be fine after the pandemic.

This kind of information is usually considered private and companies only release numbers that make their game seem even better such as number of downloads and cash intake so its hard to say how many people actually play. A group estimated that there are currently 3 million concurrent players and that number is expected to rise to 11 million if they can make the jump to mobile.
Adding more sets (and formats) will only increase Arena's popularity. That much should be obvious.
I was beta testing from the beginning and was disappointed when sets were phased out for the relaunch.
Not only did I lose all the cards I had accumulated after countless hours of grinding away, but I simply couldn't understand the reason behind it, as opposed to just tagging those cards with identifiers which make them unplayable or suspending those sets in the players' card databases temporarily until there was a format created to accommodate their usage. Anyway, I don't play nearly as much as I used to, (lately I've been playing too much Fallout 76 and Star Trek Online which are easier to not be as distracted by if playing while working from home) but I'll certainly get back on Arena more if they continue adding older sets (and formats, as Brawl was a nice permanent addition)

That's exactly what happened to Tempest Remastered, where the 600+ cards of Tempest, Stronghold, and Exodus got collapsed into 269 cards.

If true, I would assume a Core Set would be the extra one.
My guess is that it will have all mythics, rares and uncommons, and they will left out draft bulk

So commons with a strong tie to the mechanics will still be there, at least we wont see the useless bulk vanilla stuff
So will approach of the second sun, one of the best cards in the set and it will shape historic game play in the future!
There are already ramp decks for ugin and ulamog this will fit nicely in some of them.
