Inkwell Leviathan used to be a great target for legacy reanimator, budget Mimeoplasm decks, and a few others (it was even included in the Graveborn premium series deck).
The main problem I see is that we've been so spoiled by the power creep in recent years (created primarily by mythic rarity ever since it was introduced) that such a card doesn't even seem viable anymore.
However, consider that not all players are Spikes with full time jobs and big budgets to spend on the most sought after chase cards, so there are younger players with limited budgets who will be thrilled to get copies of this and other similar powered-down bulk rares for even less pocket change than previously.
Today on cards that shouldn't have been reprinted yet, clones of clones and a reliable reanimator target.
