It's the Standard black flash rare, but the Rogue mention makes me wonder if this and Robber of the Rich are building up to something...
Yep, amazing card. Love to see more Rogue tribal and it's so nice to have the official use if the word 'mill' now to safe space for more wordy effects or flavor text.
Hmmm... Rankle, Chevill, Robber, and Borrower are all rogues. Rather than using this for tribal synergies, however, I imagine that it will be seen as a one-mana kill spell that mills 2 in the late-game. Seems pretty decent.
I like it as a response to Scry. Even on turn 1, if your opponent has a Temple, you can just go, "Nah. You didn't want that." It's also great with Slitherwisp.
Also, it's another card that helps me break the symmetry of Scheming Symmetry. Along with Thief of Sanity, I can safely expect to use Symmetry without it being symmetrical. Therefore the asymmetry of Thieves' Guild Enforcer helps me avoid breaking my half of the symmetry in relations to Scheming Symmetry. Oh no...it's too late...it has stolen my sanity!
No, this is not a good card. When will people realize that raging goblin is and always has been horrible. And meanwhile green piles up more creatures with lots of relevant abilities and built in card advantage.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
