Enchantment
Whenever you cast a noncreature spell, draw a card. Narset attempted to concentrate on meditation. Seeing drakes flying around, her thoughts wandered into the ancient clan era.
All your noncreature spells are cantrips now. Wonder what you can do with that...
This does lend more weight to the theory that there is a 4-mana? enchantment for each wedge. I like it. Makes me want to play a copy or two in Paradoxical Outcome in Pioneer. EDIT: Actually, Death's Oasis is probably the Abzan entry into this cycle. So probably not all are 4 mana.

Less broken but also less risky. I think this is actually a really nice contrast where the similarities and differences really highlight how the wedges do and don't overlap. As far as playability goes, I think that's going to be about play style. For Storm I think you want Song of Creation, for Spells Matter you probably want this guy.
Very weird that they make 2 cards that are so similar in the same set with a very similar manacost even.
It kinda shows that they designed the different color combinations in "teams" and didnt really communicate a lot between the teams, so they all did their own thing.
Looks like they made a functional Prowess for this colour wedge without directly mentioning it. I approve even though I'm disappointed in it not officially coming back. OH WELL WHAT CAN YOU DO?!
Are these the "signature" cards of the colour wedges kind of like how the Ascendancies from Khans were for the clans?
If you can get it on turn <4 then you're pretty much a card drawing machine. This will be an auto-include in those "draw your second card in a turn" effects.

Similar and yet not. There are some major differences between the two. And both fit the triads they have, which also overlap in two of three colors, not surprising they'd wind up somewhat similar.
"Let's do an enchantment for Temur."
"Okay, Song of Creation."
"Now let's do the Jeskai one. What should it do?"
"DURR, I GUESS CAST A SPELL DO A THING, HURR HURR."
The disparity between these two cards is amazing. The Temur one blows this one out of the water and into the next country.

It's flashier but potentially less reliable. I personally would have stuck on like, gain 2 life and do 2 damage or the like as well, but still would be kind of subtler.
On second thought, this is a good card. In a way, it is probably better than the Temur one, as you can just vomit your hand onto the table and get a whole new hand that way. Temur's enchantment wants you to play everything IN ONE TURN and this wants that, but every turn. I now want to build a spellslinger EDH deck with Elsha and Feather and other Prowess guys.

This is greatly amusing in juxaposition to complaints about how Song of Creation is worse than Whirlwind of thought. They each have their benefits and disadvantages compared to the other. It's actually a really good reflection of the color combos, with the Temur one favoring short term gain and explosiveness without the influence of White, but at the cost of recklessness, and the Jeskai one favoring long term planning and slow advantage, but at the cost of less power and ignoring creatures.
As a dude with ADHD, I can appreciate what the spell's flavour is trying to imply: Dicipline without creativity is stagnant; Discipline in combination with creativity however leads to innovation.

A lot. This is like Jhoira but... better. Your cantrips are now double cantrips... your burn spells are cantrips... this is wild.

Might UWR control decks that play Jace, the Mind Sculptor want this card?
And if this isnt dealt with instantly, they run away with the game.
