Technical powerful, your definitely not getting this turn one unless you can shenanigans something. But late game depending on board state really really good.
Well, given that Winged Words is fairly playable and this is conditionally cheaper, may very well see play. Certainly does a great job of capturing the bond flavour.
You need a highly specific board state to get it for cheap, but it is alluring and the hoop to jump through is only a challenge in that blue isn't known for its creature-heavy playstyle. That said, having a Human (one of, if not the most populace creature type) and something not Human (literally the other several thousand creatures) is very achievable. Sorcery speed isn't wonderful, but not a complete dealbreaker, and it's great in Limited.
This is a good card in any deck with blue with a good amount of creatures. Even if you don't have the cost reduction, two cards for three mana isn't a horrible deal. But being constructive playable outside of casual will depend upon how consistently you can cast it for U and the earlier the better.

An example would be the RU Thropter token build which have Human creatures that creature 1/1 colorless Thopter artifact creature token with flying like Whirler Rogue.
Could be interesting in older formats alongside Young Pyromancer and/or Monastery Mentor, as those are both human creatures that make non-human tokens and would love a one-mana draw two.
