Interesting in the planeswalker interaction, at least. It's flexible enough to be removal when needed and suppression when needed, or a hybrid of both. I'm not sure what situation exist where removal isn't the best choice, but I do respect the flexibility.
I mean, if you're a tempo deck, burning a Walker and faltering a couple blockers is good, or roasting a problematic creature and faltering others/suppressing a walker is also good
I mean it’sa little early to say that this is the worst of a cycle we’ve only seen 3/5 of. Personally I hope the green one is the worst. After the last few sets it needs to take a sit and think about what it’s done.
Would still like it more as an Instant, tapping out for 4 mana in a world of mutate is just going to be really bad.
The permanent is still barred from attacking, blocking or activating abilities even if they slap a new mutation on top of it. No worry about crack-back from the things you pinged with this. Players have to invest lots of mana to mutate a big enough threat and you only have to pay 4 to nullify 90% of it for a turn.

Killing a big one is nice too.
Randomly going to tap them down, makes a Sleep impression.
Cards not too bad for constructed and pretty strong if you can cast it (2RR, the rest is just bonus).
