Doing it in pieces is probably the decision of the person spoiling it. Not WotC.
Separately: just because the art for binding of the titans shows four individuals doesn’t mean there’s only four. That’d be like saying that because one fresco depicts only Kronos, Rhea, Prometheus, and Atlas there were only four Greek titans. Especially considering how generic and similar the three in the back are.
Scry with red isn't new but... what are they trying to do with it here? (Standard) Red doesn't have a very strong draw mechanism, that seems to be Blue forte. Are they trying to push more synergy in the Red or White with Blue here?

None? Scry is just a thing they stick onto lots of spells. It helps smooth out draws. Sometimes those draws are just during the draw step.
The best thing to compare it to in current standard is Jaya's Greeting which has fewer targets but costs 1 less. The target flexibility may make the extra 1 worth it depending on the build. For me, in my janky tier 3 u/r build, this mayreplace scorching dragonfire as it can go upstairs but the difference between 1R and 2R may be too much. Testing will be required.

I guess it's better than Lightning Javelin and Bolt of Keranos...
